Increased teacher allowances
The Ministry of Justice is appraising the dossier of the draft Decree stipulating the preferential allowance regime by profession for civil servants and employees working in public educational institutions proposed by the Ministry of Education and Training.
The Ministry of Education and Training proposes 8 preferential allowance levels by profession, applied to civil servants and employees in public educational institutions, from 20% to 80%, depending on job position, level of education and working conditions.
Accordingly, the level of 20–30% applies to common professional positions, supporting, serving; university, college, intermediate, vocational education teachers; teaching assistants, practical guides and some management positions.
The level of 40–45% is for secondary and high school teachers, continuing education, vocational education; preschool and elementary school teachers; teachers working in ethnic minority, mountainous, border, and island areas; pedagogical lecturers and teachers teaching classes with students with disabilities.
The 50–60% level applies to teachers teaching Marxist-Leninist sciences, Ho Chi Minh Thought, Political Education; teachers of gifted schools, semi-boarding ethnic minority schools; preschool and elementary school teachers in difficult areas and classrooms with 50% or more disabled students.
The highest level is 80%, for teachers teaching at ethnic minority boarding schools, specialized schools, university preparatory schools, educational institutions for people with disabilities and areas with particularly difficult socio-economic conditions.
In addition, teachers and administrators at reformatory schools continue to enjoy allowances according to regulations; teachers working in communes in region III, island communes, and border communes will still enjoy preferential allowances according to their profession until the end of 2030, even when the area has reached new rural standards.
Principals of many schools enjoy the highest allowance
The draft Decree stipulates that civil servants and employees who simultaneously belong to many subjects enjoying professional preferential allowances are only entitled to the highest level.
In case educational institutions in administratively classified areas reduce the allowance level, civil servants and employees will still continue to enjoy the allowance level of the old area in the period 2026-2030, from the date the decision takes effect.
Teachers teaching at educational institutions with multiple levels or training levels are entitled to the allowance level according to the level or level with the most teaching periods; if the number of periods is equal, the highest allowance level is applied.
Civil servants and employees working in inter-schools are entitled to allowances according to the educational institution where they are managed.
For schools with multiple school sites, officials and employees are entitled to allowances according to the school site with the most teaching hours; if equal, apply the highest level. Principals and Vice Principals in this case are entitled to the highest school site allowance level.
