The 14th National Party Congress takes place from January 19, 2026 to January 25, 2026 at the National Convention Center (No. 2 Thang Long Avenue, Tu Liem Ward, Hanoi).
Previously, on January 13, 2026, Hanoi City Police issued Notice No. 06/TB-CAHN-CSGT on traffic diversion to serve the Congress. However, based on the actual situation and in order to continue to ensure traffic order and safety, Hanoi City Police announced the adjustment of the traffic diversion plan and direction organization for all types of vehicles, as follows:
From 9:00 PM on January 20, 2026 to the end of January 25, 2026, completely prohibit all cars with a permitted tonnage of 10 tons or more (except cars serving the Congress, cars with protection badges, buses, environmental sanitation vehicles and incident handling vehicles) from circulating on the following routes:
Thang Long Avenue (both directions and service road), section from Pham Hung to Provincial Road 70;
Ring Road 3 elevated (both directions), section from Thang Long bridge to National Highway 5A intersection.
Also during the above period, traffic is restricted for other vehicles (except for vehicles serving the Congress, vehicles with security badges, buses, toilets and incident handling vehicles) on the following routes:
Thang Long Avenue (both directions and service road), section from Pham Hung to Provincial Road 70;
Ring Road 3 elevated, section from Thang Long bridge to National Highway 5A intersection.
Hanoi City Police also said that other contents will continue to be implemented according to Notice No. 06/TB-CAHN-CSGT issued earlier (SEE DETAILS HERE).
Traffic participants are advised to proactively monitor information, choose appropriate routes and strictly comply with the instructions of functional forces to ensure safety and smooth flow during the Congress.
