School staff will enjoy a 30% allowance, applied according to the roadmap
The Ministry of Education and Training (MOET) has sent to the Ministry of Justice for appraisal the draft Decree stipulating preferential allowance regimes for civil servants and employees working in public educational institutions.
According to the draft, the Ministry of Education and Training proposes to add a 20% preferential allowance for school staff, costing 158 billion VND/month. This is the first time this group of subjects has enjoyed professional preferential allowances.
This allowance is expected to be applied from January 1, 2026 to the end of December 31, 2030. From January 1, 2031, it will be increased to 30%.
The Ministry of Education and Training believes that current budget resources do not allow expanding the benefit level to 30% for new target groups, avoiding budget spending pressure and ensuring long-term implementation capacity.
Talking to Lao Dong Newspaper, Ms. Dao Thi Ngoc Hue - accountant of a high school in Hanoi - said that in the past time, the regime and welfare of teachers in the Education sector have been given due attention by the State. However, support departments such as accounting, clerical work, library, medical, equipment... are indispensable.

School staff are people who directly work at the school, but their care is not commensurate with other departments. When the income gap in the same working environment is too large, it leads to school staff feeling sad.
At my school, the total staff is about 90 people, but the number of school staff is only from 3-4 people, a very low rate. However, if the school wants to develop comprehensively, our role is indispensable," Ms. Hue said.
She gave an example, every time the school organizes professional activities, especially exams, the team of office, library, and equipment staff is one of the first people to "start" the job.
We had to prepare very early, taking care of all logistics, dossiers, and facilities. When the exam ended, we were also the ones who completed the final work, ensuring the school's operations went smoothly. Therefore, being cared for and recognized for our efforts properly made us very excited," Ms. Hue emphasized.
We want to enjoy a 30% allowance right from July 1, 2026
With the current salary of about 9.4 million VND/month, Ms. Hue said that if the new allowance level is applied, her income is expected to increase by more than 2 million VND.
Thus, our salary will exceed the 10 million VND mark. We are excited because for the first time we see our income having two digits. We hope that the policy will be implemented in practice soon, so that school staff no longer feel discouraged and have more motivation to stick with the profession," Ms. Hue shared.
Ms. Hue wants to see the adjustment of the allowance coefficient for school staff. She believes that for a school accountant like her, "leading with documents, shoulder with books", the workload is large, and the responsibility is heavy. However, her current responsibility allowance coefficient is only 0.1, while school accountants must be responsible before the law for each number.
According to her, mountainous areas, remote and isolated areas and areas with many difficulties, the working conditions of school staff are even more difficult.
Many of my colleagues have to travel dozens of kilometers between school sites, similar to teachers. Teachers bring literacy to students, and staff are the silent people who support that literacy to reach students.
In some places, an accountant has to concurrently work for 2-3 schools due to their small scale, but the distance between school sites is very far. Libraries and libraries are also like that, having to regularly update records and information in difficult conditions.
Also expressing concern about this issue, Ms. Nguyen Thi Thanh Thuy - a school equipment employee in Co Do commune, Hanoi City - said that she has 26 years of experience working in the education sector, including 17 years of handling school equipment work.
According to Ms. Thuy, the State's interest in issuing a policy of professional preferential allowances for school staff is a positive sign. However, the roadmap for applying from 20% and reaching 30% by 2031 makes many people feel disadvantaged.
