Before Circular 29 of the Ministry of Education and Training (MOET) on tutoring took effect, Ms. Hanh's 2 children attended tutoring classes at her homeroom, groups of 5-7 friends.

At that time, tuition fees were relatively reasonable. But since Circular 29 took effect, the teachers have not organized classes, so I hired a private tutor to teach at home for my children. The cost of hiring a tutor is double that of the past, I have to pay 250 thousand VND per 2-hour session" - Ms. Hanh said.
After tutoring for a while, Ms. Hanh switched to the option of bringing her child to study at a center to reduce costs. However, this solution has not achieved the desired results.
One class has more than 20 students, so teachers cannot tutor each child thoroughly like when studying in groups of 5-7 students. Children complain that the class is noisy and not as focused as before. When teaching is not done at school but taken to the center, the interaction between teachers and students is greatly limited because the class is too crowded.
Calculating it, tuition fees at the center are now higher than before, and I also spend more on gasoline to pick up and drop off my children. I spend more money, but I think the quality is not very good" - Ms. Hanh explained.
Ms. Nguyen Thuy Quynh (Cau Giay ward, Hanoi) also assessed that since Circular 29 took effect, her children's studies have been affected.
To prepare for the 10th grade entrance exam, which is considered "more stressful than the university entrance exam", Ms. Quynh's child has to spend time studying in class, and in the evening move to the center for extra classes.
Your study schedule is tight and cannot be revealed at any time. You have worked hard at school all day, and in the evening you have to be at the center to prepare for the exam. My father is a driver, so he is not at home, only the two of us take each other home, sometimes we get to pick him up late at night.
Because the center is far away and school hours are close to each other, travel time takes up all the rest time. He doesn't have a minute of rest or sit down to eat a decent meal between two school sessions. Many times I look at my child exhausted sitting in the back of the car and feel heartbroken, but not letting him go to school is also not okay" - Ms. Quynh expressed.
Parents believe that taking their children to school far away disrupts all family activities. Parents both waste time and spend extra money.

Ms. Dinh Hong Phuong (Hoang Mai ward, Hanoi) - a parent of an 8th grade student, O Dien Commune, Hanoi shared that in the early days after Circular 29, many teachers stopped teaching, she registered her child to study at 2 Math and English centers to replace them at that time.
When she first registered her child to study, Ms. Phuong was quite surprised when the center increased from 60,000 VND to 100,000 VND per session, while the class was quite crowded. The center explained that this was money to invest in facilities because the number of registered students increased more.
The center still maintains a tuition fee of 100,000 VND per session until now. After a year, I and many parents have also started to get used to such tuition fees. Because if calculated monthly, it only differs by 300,000 VND per 8 sessions. The amount of money does not cause too much pressure at the present time. Some time after the regulation, many public school teachers have also started to adapt and teach extra classes according to the new requirements" - Ms. Phuong said.
