Regarding press reports about parents queuing to submit 10th grade enrollment applications at Phan Boi Chau High School (Ha Dong ward), the Hanoi Department of Education and Training said on the afternoon of March 3 that it had established a working group to verify immediately after receiving information.
Based on preliminary inspection, the Hanoi Department of Education and Training determined that Phan Boi Chau High School's organization of receiving applications directly and collecting registration fees during the enrollment process was not in accordance with the guidance in Official Dispatch No. 582/SGDĐT-KHTC dated February 12, 2026 of the Department.
The Department requested the school to immediately stop receiving applications directly; implement online enrollment in accordance with instructions; organize reviews and draw lessons learned from the first-level enrollment work.

At the same time, review, notify and fully refund the registration fee collected to parents and students in accordance with regulations; report the implementation results to the Department.

The working group also proposed that the Director of the Hanoi Department of Education and Training consider sanctioning administrative violations against Phan Boi Chau High School according to the provisions of law in the field of education; assign specialized departments under the Department to coordinate with local security agencies to continue monitoring and supervising the remedy, ensuring that enrollment work is carried out in accordance with regulations, publicly, transparently and without recurrence of violations.
Previously, as Lao Dong newspaper reported, on the evening of March 2nd and early morning of March 3rd, hundreds of parents lined up to submit applications for enrollment in 10th grade at Phan Boi Chau High School (Ha Dong ward).
According to the announcement, in the 2026-2027 school year, the school enrolls 432 10th grade targets. This target is divided into 12 classes, each class with 36 students, with 3 types: basic class, selected class and high-quality class. In the enrollment announcement, the school does not mention online registration, only guiding parents to bring photocopied school records when coming to school.
The school directly admits students based on 7 semesters of secondary school transcripts. Students with good academic performance at least 2 semesters, and good academic performance and good conduct will meet the conditions.
If they do not meet the conditions for transcript review, students can switch to the second form - registering to participate in the school's survey exam, three subjects Math, Literature, English (reaching 6 points/subject or higher). Finally, the school will consider the exam scores for 10th grade organized by the Hanoi Department of Education and Training.
The admission period is from March 2 to the end of the quota.
According to the explanation of Principal Vu Thanh Thai, in previous years, the school organized online registration according to the regulations of the Hanoi Department of Education and Training. After that, the school still spent 1-2 days receiving applications directly to support parents who encountered technology and transmission problems and could not register online.
He affirmed that parents flocking to queue at the school gate was spontaneous, partly due to crowd psychology, partly thanks to the school's reputation.
Parents arbitrarily queuing also affects traffic and security and order. The school does not support this method. Starting this afternoon, the school will completely stop, not allow direct registration, and must register online" - Mr. Thai said.
The situation of parents queuing from midnight to buy application documents for their children is not the first time taking place in Hanoi. Most recently in 2023, the situation occurred in many schools such as Phan Huy Chu - Dong Da High School, Hoang Cau High School, Ta Quang Buu High School, Van Bao Elementary School.
At that time, the Minister of Education and Training requested Hanoi to decisively and thoroughly resolve the situation of parents queuing all night. After the Minister's direction, Hanoi requested all private schools to enroll online. The situation of queuing did not appear in 2024 and 2025.
