Circular 29/2024 of the Ministry of Education and Training (MOET) regulating extra teaching and learning clearly states that the People's Committees (UBND) at the district level are responsible for managing extra teaching and learning activities in the area.
Guiding and inspecting the implementation of regulations on extra teaching and learning in the area; handling or recommending to competent authorities to handle violations.
Direct the People's Committees at the commune level to supervise and inspect compliance with legal regulations on working hours, overtime hours and legal regulations on security, order, safety, environmental sanitation, fire prevention and fighting of organizations and individuals who teach extra classes outside of school in the area.
The People's Committee at the commune level is responsible for coordinating with the Department of Education and Training and relevant agencies to manage the implementation of regulations on extra teaching and learning in the area. Implement the direction of the district-level People's Committee according to regulations.
However, according to the draft Law on Organization of Local Government, it is expected to dissolve administrative units of districts, towns and cities under provinces, cities under centrally-run cities, towns and cities from July 1, 2025.
Regarding the management of extra teaching and learning activities after the merger, at a recent group meeting, National Assembly delegate Le Thi Thanh Xuan - Director of the Department of Education and Training of Dak Lak province (National Assembly Delegation of Dak Lak province) said that when implementing the 2-level local government model, the Ministry of Education and Training will adjust and change the contents related to the management of all levels in this activity.
"In the spirit of we will manage closely. Organizations and individuals participating in extra teaching and learning activities must also comply with the provisions of law, on the basis of having to register for business, provide information, and content according to regulations...", delegate Le Thi Thanh Xuan shared.
The delegate also said that it is necessary to strengthen coordination between all levels, sectors and the education sector to effectively carry out inspection, supervision, management and strictly handle violations in extra teaching and learning activities.
At the same time, it is necessary to pay attention to communication activities to change awareness from learners, parents and teachers, managers of the education sector and other forces in society.
The management of extra teaching and learning aims to enhance the responsibility of teachers and schools in fully performing their duties and responsibilities, ensuring the quality of teaching, requirements and content according to the education program.
Ensuring students have a truly happy learning environment is a happy school, not because of achievements or pressure, leading to negativity, pushing the issue of extra teaching and learning not in accordance with the spirit of Circular 29", said delegate Le Thi Thanh Xuan.

Another issue that delegate Xuan is also interested in is the transfer of functions and tasks in managing Ethnic Boarding Schools.
Accordingly, the delegate suggested that the Ministry of Education and Training pay attention to the transfer of Boarding Secondary Boarding Schools for Ethnic Minorities (PTDTNT secondary school).
The delegate stated that, according to Circular No. 04 of the Ministry of Education and Training issued in 2023, the Secondary School of Junior High School is under the management of the district level. After the merger, delegates are concerned that if the junior secondary school of the school is transferred to the commune level, it may cause difficulties in coordinating and implementing enrollment, quality management and investment.
Therefore, the delegate proposed to consider transferring the junior high school vocational training center to the Department of Education and Training for management (previously, the junior high school vocational training center was also under the Department, after being decentralized, it was transferred to the district).
The delegate also suggested that in the process of restructuring the apparatus, redundant headquarters should be focused on education.
"It is possible that at present, those headquarters may not have suitable functions. However, in the long term, that land fund is very necessary for education in the context of a lack of facilities and land funds to build schools, especially the construction to ensure the organization of teaching and learning in 2 sessions per day", delegate Le Thi Thanh Xuan shared.
