According to a report from Quang Ninh City Police, the model "Safe use of social networks for students" is being implemented to improve knowledge and skills in exploiting information on the internet and social networks; helping students identify risks, protect themselves and prevent law violations in cyberspace.
The plan to build and replicate the model is divided into two phases. The 2024-2025 phase sets a target to be implemented in all high schools, colleges and universities. The 2026-2030 phase continues to maintain operations at implemented facilities, while expanding to 100% of secondary schools.
In 2026, Quang Ninh aims to build models in 50 secondary schools, accounting for 42.7% of the total number of 117 secondary schools in the area.
The goal is to strive to complete the replication of the model to all secondary schools by 2027, 3 years earlier than the roadmap to 2030.
To deploy, Quang Ninh City Police coordinate with the education sector to unify the process, content and methods of propaganda at schools; it is expected to organize 3 training classes for the model management board of 50 educational institutions.
Propaganda activities are oriented to combine stage performance with cognitive test questions, suitable for secondary and high school students.
The content focuses on guiding the safe and civilized use of social networks, raising awareness of law compliance and self-protection against negative impacts on the network environment.
Educational institutions participating in the model must develop implementation plans, establish steering committees, organize launches and use information channels on social networks to serve propaganda activities.

Reflections and recommendations on legal violations in the online environment at educational institutions must be received and resolved promptly. The implementation is coordinated between the police force, the education sector, local authorities, schools and families.
Previously, in 2025, Quang Ninh Police coordinated with the education sector and educational institutions to build and replicate the model at 72 schools; organized 5 training classes for 950 members of the management board and editorial board; organized 75 direct propaganda conferences on safe use of social networks, crime prevention and law violations in cyberspace, attracting more than 5,200 officials, teachers, staff and more than 75,000 students to participate.
