Do not collect too many fees at the beginning of the year
On September 21, the Department of Education and Training (GDĐT) of Quang Tri province said that the unit has just issued guidelines on implementing revenues and expenditures from legal revenue sources at public educational institutions in the 2026-2027 school year, in order to manage revenues in accordance with regulations and avoid overcharging.
According to the guidance signed by Director of Quang Tri Department of Education and Training Le Thi Huong, schools must collect correctly, fully, and use for the right purpose; ensure publicity, democracy, and transparency. Collections must be notified to teachers, parents and students, clearly distinguishing collections according to regulations, service collections, voluntary support and health insurance collections.
At the beginning of the school year, schools must develop plans, content estimates and specific expenditure levels to determine appropriate collection levels. After agreeing in writing with the parents' representative board of the class and school, educational institutions submit to the People's Committees of communes, wards, special zones or Departments of Education and Training for approval according to management decentralization before implementation.
Fees for students must be divided into many phases during the school year, not collecting many fees at the beginning of the year, during the lean season or Tet. Schools are not allowed to arbitrarily establish funds to force students to contribute under the guise of voluntariness, and do not collect additional fees outside regulations. The collection of money is carried out at the accounting department, and teachers are not assigned to directly collect and spend.
Regarding tuition fees, the guidance clearly states that tuition fees are not collected for preschool children, general education students and students studying at continuing education institutions according to the general education program in the province.
For service fees, educational institutions in Quang Binh (old) implemented according to Resolution No. 48/2023/NQ-HDND; in Quang Tri (old) implemented according to Resolution No. 101/2021/NQ-HDND.
Schools develop plans and estimates for revenue and expenditure until the end of October 2026. In the immediate future, only plans and estimates for semi-boarding meals and some guided items will be developed, including contract costs for cooks, computer and foreign language activities, student uniforms, and school supplies for preschool children.
No coercion to contribute to sponsorship
Regarding sponsorship mobilization for educational activities, the Department of Education and Training requires ensuring the principle of voluntariness, publicity, and transparency; no coercion, no regulations on average or minimum sponsorship levels. Funding mobilization is not considered a condition for students to be provided with education and training services.
Before mobilizing sponsorship, the school must develop a plan and submit it to competent authorities for approval. The mobilization, reception, management and use of sponsorship is the school's task, not assigned to the parents' association to implement. The head of the educational institution must be responsible if over-collection or improper collection and spending of sponsorship occurs.
The operating expenses of the parents' representative board must be based on voluntary support. Homeroom teachers are not allowed to replace the fund-collecting representative board, and are not allowed to collect class funds. The school is not allowed to stipulate the collection level or mobilization level; the parents' representative boards of classes are not allowed to set an average or minimum contribution level.
This funding must not be used to pay for school cleaning, purchasing teaching equipment, repairing, upgrading or building new school facilities.
Schools are only allowed to collect fees according to regulations and fees for services serving and supporting educational activities as prescribed. The Department of Education and Training requests educational institutions to absolutely not arbitrarily set additional fees from parents in any form.
Illegal collections and uses must be returned to the depositor.
