Mr. Huynh Thien (HCMC) asked: "Can I submit a Chinese language university degree to be considered for a master's degree? Is it required that the output foreign language criteria must match the study program? When applying for admission, I submitted an IELTS English certificate. My master's program has 4 English courses, no Chinese."
Regarding Mr. Thien's question, the Ministry of Education and Training responded to this issue on the Government Electronic Information Portal as follows:
In Circular No. 23/2021/TT-BGDDT dated August 30, 2021 of the Minister of Education and Training promulgating the Regulations on enrollment and training for master's degrees, it is stipulated that:
Clause 1, Article 12 stipulates the conditions on foreign language proficiency for students to be recognized as graduates: "Having foreign language proficiency that meets the requirements according to the output standards of the training program before the time of graduation consideration; proven by one of the foreign language diplomas or certificates at a level equivalent to Level 4 according to the 6-level foreign language competency framework for Vietnam specified in the Appendix of this Regulation or other equivalent certificates announced by the Ministry of Education and Training, or a university degree or higher in a foreign language, or a university degree or higher in another major where the program is conducted entirely in a foreign language".
Point b Clause 4 Article 2 stipulates: "The training program must specify accepted foreign languages in the input and output standards; the input and output foreign language requirements for each learner must be the same language".
The Ministry of Education and Training also asked Mr. Huynh Thien to review the specific requirements on foreign language proficiency stated in the input and output standards of the master's training program he is studying.
