Facilities performing continuing education tasks that organize tutoring and extra classes must also fully meet the conditions and procedures for establishment and operation according to regulations.
After being granted business registration, tutoring establishments must notify the commune-level People's Committee where the establishment is located when they become operational, temporarily suspend or terminate operations.
At the same time, the facility is responsible for refunding the money collected from students but has not organized extra classes, unless there is another written agreement between the parties.
The decision also clearly states that teachers currently teaching at schools are not assigned to participate in tutoring for the students they are assigned to teach according to the school's education plan.
Tutoring facilities must comply with the inspection, examination, and supervision of educational management agencies and competent authorities.
