The Secretariat has just issued Guidance No. 01-HD/TW on a number of specific issues for implementing the Party Charter.
Accordingly, regulations related to the age and educational level of people joining the Party in some special cases are mentioned in Guidance 01-HD/TW.
Regarding age, Guidance 01-HD/TW clearly states that only people over 60 years old are considered for Party admission when they meet the following conditions: Have health and prestige; are working or residing at a grassroots level without a Party organization, without party members or due to special requirements; have written consent from the standing committee of the Party Committee directly under the Central Government before the competent Party Committee issues a decision to admit them.
Regarding educational level, people who join the Party and are living in mountainous areas, border areas, islands, ethnic minority areas and areas with particularly difficult socio-economic conditions or fishermen who regularly work offshore and on islands, if they do not ensure compliance with the Party Charter Implementation Regulations of the 14th Party Central Committee, must have a minimum educational level that completes the primary education program.
The educational level of people joining the Party who are village elders, village heads, prestigious people, living in mountainous areas, border areas, islands, ethnic minority areas and areas with particularly difficult socio-economic conditions or fishermen who regularly work offshore and on islands must at least know how to read and write the national language script and be approved in writing by the standing committee of the Party Committee directly under the Central Government before the competent Party Committee issues a decision to admit them.
Also according to Guidance 01-HD/TW, party members must successfully complete the assigned tasks.

The tasks are assigned by the Party organization, government, agencies, units, Fatherland Front and socio-political organizations.
Successfully completing the assigned tasks is to complete them with quality, efficiency and ensure time according to regulations.
Assigning party members tasks under the leadership scope of the Party cell such as: Building a clean and strong Party cell; developing party members; building a strong government and mass organizations; building a cultural life in residential areas; ensuring security and order; preventing and combating corruption, wastefulness, negativity, and social evils...
The Party cell is responsible for helping, inspecting, and supervising party members to implement and include in the content of annual party member quality assessment.
Assigned Party members are responsible for reporting to the Party cell periodically or when requested. The higher-level Party Committee regularly directs, inspects, and supervises the implementation and learns from experience.
Evaluate the results of successfully completing assigned tasks based on periodic or necessary work reviews of party members in the Party cell; comments from Party committees, authorities or agencies, units, Fatherland Front, socio-political organizations (where party members are members participating in those organizations) within the leadership scope of the Party cell.
