The Ministry of Education and Training (MOET) has just issued Circular 11/2024/TT-BGDDT regulating codes, professional title standards and salary scales for student counselors at public general education institutions.
According to Circular 11/2024/TT-BGDDT, student counselors are divided into 3 grades I, II, III as follows:
Job titles of student counselors include:
Student Counselor Grade III - Code: V.07.07.24.
Student Counselor Grade II - Code: V.07.07.23.
Student Counselor Grade I - Code: V.07.07.22.
Regarding salary arrangement instructions, civil servants appointed to the professional title of student counselor prescribed in this Circular shall apply the civil servant salary table in Table 3 (professional and technical salary table for cadres and civil servants in State-owned enterprises) issued together with Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government on salary regime for cadres, civil servants, public employees and armed forces, specifically as follows:
The professional title of student counselor grade III (code V.07.07.24) is applied with the salary coefficient of type A1 officer, from salary coefficient 2.34 to salary coefficient 4.98;
The job title of student counselor grade II (code V.07.07.23) is applied with the salary coefficient of type A2 officer (group A2.2), from salary coefficient 4.00 to salary coefficient 6.38:
The job title of student counselor grade 1 (code V.07.07.22) is applied with the salary coefficient of type A2 officer (group A2.1), from salary coefficient 4.40 to salary coefficient 6.78.
The salary classification for student counselors when promoted to professional titles and in cases of recruitment and appointment to the position of student counselors who are civil servants or other specialized civil servants shall be implemented according to the guidance in Circular No. 02/2007/TT-BNV dated May 25, 2007 of the Minister of Home Affairs guiding salary classification when promoting, transferring ranks, and specialized civil servants and public employees and according to current regulations of law. When implementing the new salary policy, the classification to the new salary shall be implemented according to the regulations of the Government.
This Circular takes effect from November 4, 2024.
