On September 9, teachers in Minh Hoa district (formerly Quang Binh, now Quang Tri) reported to Lao Dong Newspaper confirming that these people have been paid subsidies under the regime of extremely disadvantaged areas.
Each teacher receives from 50 to 100 million VND, depending on the number of years of work. This amount of money was transferred to the schools before the dissolutions of Minh Hoa district, and has now been sent to the above teachers.
The teachers said they were especially touched and sent their thanks to Lao Dong Newspaper for accompanying them throughout the journey to protect their rights. During the transition period of the two-level government model, many records seemed to be at a standstill, but thanks to the pursuit of the press, the rights of teachers have been affirmed.
The Department of Education and Training of Quang Tri informed that it is coordinating with the Department of Home Affairs to re-examine the cases of all teachers in the old Minh Hoa district. This is to grasp the situation of quantity as well as the amount of money paid.
Previously, as reported by Lao Dong Newspaper, many teachers in Minh Hoa district (formerly Quang Binh, now Quang Tri) reported that they have not received a one-time subsidy under Decree 76/2019 of the Government despite teaching for more than 30 years in a particularly difficult socio-economic region.
These teachers started working in 1991, were granted a decision by the People's Committee of Minh Hoa district to temporarily recruit contract staff and in 1994 were ranked as civil servants and public employees according to the decision of the People's Committee of Quang Binh province.
According to regulations, teachers working in disadvantaged areas for 10 years or more will receive a one-time allowance when transferring jobs or retiring. However, despite having submitted their applications since 2021, the teachers have not yet had their benefits resolved and have not received a clear explanation.
By 2023, they were refused subsidies on the grounds of not having a recruitment decision or a decision to recognize the recruitment results from the competent authority; not having a decision to receive subsidies approved by the principal.
