On May 29, a representative of the Department of Home Affairs of Quang Binh province said that the unit had planned to organize an interdisciplinary meeting on May 30 to discuss solutions to handle the backlog related to the one-time subsidy regime under Decree 76/2019/ND-CP of the Government for teachers in Minh Hoa district.
The meeting will have the participation of Minh Hoa District People's Committee, Department of Home Affairs, Department of Finance, Department of Justice, Provincial Inspectorate and Office of Quang Binh People's Committee. These are Unit agencies in advising, evaluating and guiding the implementation of policies with officials, public servants and officials working in areas with extremely difficult socio -economic conditions.
After the working session, the Department will coordinate with relevant parties to carefully review the dossier and agree on a handling plan. The results will be officially reported to the press and related teachers.
Previously, as reported by Lao Dong Newspaper, many teachers in Minh Hoa district (Quang Binh) reported that they have not received a one-time subsidy under Decree 76/2019 of the Government despite teaching for more than 30 years in areas with special economic and social difficulties.
These teachers started working in 1991, were granted a decision by the People's Committee of Minh Hoa district to temporarily recruit contract staff and in 1994 were ranked as civil servants and public employees according to the decision of the People's Committee of Quang Binh province.
According to regulations, teachers working in disadvantaged areas for 10 years or more will receive a one-time allowance when transferring jobs or retiring. However, despite having submitted their applications since 2021, the teachers have not yet had their benefits resolved and have not received a clear explanation.
By 2023, they were refused subsidies on the grounds of not having a recruitment decision or a decision to recognize the recruitment results from the competent authority; not having a decision to receive subsidies approved by the principal.
