Recently, many teachers have reported to Lao Dong Newspaper reporters about teaching for more than 30 years, but have not received a one-time subsidy, according to Decree 76 of the Government dated October 8, 2019.
Teachers teaching at schools in Minh Hoa district (Quang Binh province), have a decision signed by the Chairman of Minh Hoa district People's Committee, on temporary recruitment of contract staff on December 15, 1991. Some teachers have retired and some are still teaching today.
Some teachers have worked for more than 33 years with the professional title of grade III primary school teacher, code V07.03.29. Salary level 9 coefficient 4.98.
“We have worked in areas with particularly difficult socio-economic conditions for at least 10 years. We ourselves have been teaching from December 15, 1991 to May 2021, all under particularly difficult conditions. In June 2021, there was a decision to leave the difficult area,” the petition stated.
In 1994, these teachers received a decision on the ranking of civil servants and public employees from the Chairman of the People's Committee of Quang Binh province.
According to the regulations on receiving one-time subsidies in Decree 76, these teachers have worked in areas with particularly difficult socio-economic conditions for 10 years or more. At the same time, when transferring to work out of areas with particularly difficult socio-economic conditions or retiring, they will receive a one-time subsidy.
In June 2021, the school's accountant notified teachers to complete the application to receive the benefits. The teachers completed the application and submitted it to the Minh Hoa District Finance and Planning Department, but by the end of 2021, the benefits had not been processed and no further explanation was given.
In early 2022, the accountant continued to request to submit documents to resolve the regime, but in 2023, the school accountant announced that he was not entitled to it because the Finance - Planning Department did not agree.
The reason is because there is no recruitment decision or decision to recognize recruitment results from the competent authority; there is no decision to grant benefits approved by the principal.
Ms. Tuyet (name changed - PV) - a retired teacher in Minh Hoa district said that in 1991, the District People's Committee only issued teachers a decision to temporarily recruit contract staff, and in 1994, there was a decision on the ranking of civil servants and public employees from the Provincial People's Committee.
Speaking to Lao Dong Newspaper, Chairman of Minh Hoa District People's Committee Nguyen Bac Viet said that he had received the information and was making recommendations to relevant departments. Mr. Viet informed that regarding these teachers, the district is seeking opinions from the Quang Binh Department of Home Affairs to come up with an official solution.
