On July 15, the Department of Education and Training of Khanh Hoa province responded to press information related to the case of candidates violating the 2026 high school graduation exam regulations.
This is a new development after Lao Dong Newspaper reflected the incident through the article "Verifying information that candidates used phones and cheat sheets but were not recorded".
According to Mr. Vu Ngoc Duong - Director of the Department of Education and Training of Khanh Hoa province, the 2026 high school graduation exam takes place in two days, June 11 and 12.
On June 13, information appeared on Facebook social network reflecting that at Ngo Gia Tu High School exam site, a candidate in exam room No. 0577 used "paper cheat sheets" and "phones" during the optional exam (first exam subject).
According to reports, invigilators discovered and confiscated these items but still allowed candidates to continue taking the elective exam (second exam subject) without making a record of handling, showing signs of covering up.
Through inspection and verification of evidence of violating the Exam Regulations, the inspection team confirmed that the candidate brought a phone into exam room number 0577 and was discovered and confiscated by the invigilator in the elective exam (first subject).
However, there is no basis to determine that the candidate was carrying "paper buoys" as reported on social networks.
Based on the verification results, the Khanh Hoa Provincial High School Graduation Exam Council in 2026 met and decided to cancel the results of all exam papers of candidates in exam room No. 0577 due to violations of the Exam Regulations.
Regarding the responsibilities of those working as invigilators at Ngo Gia Tu High School Exam Point, the Department of Education and Training said that it will organize a meeting to consider and handle according to the Exam Regulations and legal regulations after completing the re-examination marking work.
Also according to the Department of Education and Training of Khanh Hoa province, through statistics and analysis of score distribution by subject, exam score, exam room and comparison with transcripts, the Department of Education and Training did not record any signs of abnormality or unreasonable score differentiation.
The process of organizing the exam, invigilating and grading at all exam sites was carried out seriously, objectively, and in accordance with the Regulations, except for the incident at Ngo Gia Tu High School Exam Site.
