According to the latest information from the Telecommunications Authority (Ministry of Science and Technology), after more than 2 months of implementing Circular 08/2026/TT-BKHCN, about 99 million subscribers have been confirmed and successfully verified as being used by their own users.
However, to date, there are still about 12 million subscribers who are temporarily suspended from one-way services due to not completing updates and information standardization according to regulations.
Notably, since the time of applying the one-way locking measure on June 15, more than 5 million subscribers have returned to complete standardization and have their services restored.
A month before the two-way lock
According to the roadmap of Circular 08, one-way subscribers will continue to be two-way locked from August 15 if they have not yet completed information confirmation or verification.
Unlike the one-way lock phase, when users can still receive calls and SMS messages, two-way locking will prevent subscribers from making and receiving calls and messages.
If the standardization is not completed, by August 20, the subscriber number will be revoked according to regulations.
What should users do from now on?
The Telecommunications Authority recommends that people proactively access the VNeID application to check their subscriber numbers and carry out usage confirmation according to instructions.
In addition, users need to monitor notifications from telecommunications businesses to promptly implement authentication requests if they are required to update information.
For cases facing difficulties in the implementation process, especially for the elderly, people with disabilities or vulnerable groups, telecommunications businesses are still maintaining many forms of support.
According to the Telecommunications Authority, network operators continue to arrange direct support points in localities, assign staff to support in necessary cases, and coordinate with local authorities and commune and ward police forces to guide people to complete verification.

Do not wait until close to the deadline
Reality shows that many people only verify after the subscriber is locked in one direction. In just the past month, more than 5 million subscribers have reopened the service after completing information standardization.
According to network operators, users should not wait until close to August 15th to carry out confirmation because the number of people completing procedures may increase sharply in the final stage, easily leading to overload at transaction points.
Proactively completing verification early not only helps maintain contact but also limits the impact on bank accounts, public services, e-wallets and digital platforms that are using phone numbers as authentication methods.
