Speaking to explain, Member of the Party Central Committee, Minister of Education and Training Hoang Minh Son said that the model of organizing high school graduation exams and university admissions has undergone a continuous process of innovation and improvement.
According to the Minister, so far the high school graduation exam has been organized neatly, economically and greatly reduced pressure.
At the same time, university admissions also create unprecedented favorable conditions for students when the entire process from registration for admission consideration, fee payment to registration for admission is carried out online on the computer system.
However, the Minister also acknowledged that the negative violations occurring in some localities such as Tuyen Quang are very regrettable.
Regarding the cause, the Minister cited the Prime Minister's conclusion, first of all, it stems from the awareness of law compliance, therefore, the handling solution must be by law.
Leaders also directed very closely, to strictly handle those who violate the law and the responsibilities of those involved.
We do this well to bring about strictness in law enforcement, not only in the field of exams but in the education and training sector and in the whole society in general" - the Minister emphasized.
The second reason stems from local factors in the exam organization process. The Ministry of Education and Training stated its view of strengthening decentralization and delegation of power to localities.
The locality is responsible for organizing the exam in the area, while the Ministry performs state management, develops admission regulations and provides exam questions.
Although the procedures have been strictly regulated, in reality, there are still local areas originating from separate motives to commit fraudulent acts.
In addition, Minister Hoang Minh Son said that the ministry will continue to improve exam question design in the direction of reducing the level of requirements but still correctly assessing students' abilities and knowledge.
The exam not only serves to consider graduation but also serves as a basis for assessing the quality level of education between localities, the impact of the program and teaching methods, and also serves as a basis for university admission.
Minister Hoang Minh Son shared that currently, university admission methods mainly based on high school academic results (admission based on transcripts) account for about 30-40%, based on high school graduation exam results account for about 50%, and the rest is based on other methods.
Whether you want to or not, the high school graduation exam is reliable and has a common level. Most universities will be able to use the high school graduation exam results or transcript results for admission consideration" - the Minister of Education and Training expressed.
The Ministry has worked with major universities (such as Hanoi National University, Ho Chi Minh City National University...) to link and recognize the conversion of the results of competency assessment exams, focusing on key industries with high competitiveness, thereby reducing pressure for the high school graduation exam.
Regarding the adjustments in the university admission regulations, the consistent viewpoint of the Ministry of Education and Training is to maintain the stability of major general policies.
Enrollment must ensure two core principles: Reliability in correctly assessing learners' abilities; ensuring fairness among candidates.
Speaking more about this issue, Member of the Party Central Committee, Chairman of the National Assembly's Committee for Culture and Society Nguyen Dac Vinh said that ensuring compliance with the law must be strictly implemented to ensure deterrence.
Mr. Nguyen Dac Vinh requested the Ministry of Education and Training to take the lead in reviewing the regulations, trying to make them strict, without loopholes. "How to make the provisions of law in high school exams fair and transparent" - Mr. Nguyen Dac Vinh emphasized.
