On September 11, the Nghe An Department of Education and Training issued document No. 2628 requesting the People's Committee of Thien Nhan commune to direct Trung Phuc Cuong 2 Primary School to temporarily suspend the merger of branch 2 (Quang Xa hamlet) to branch 1 (Duong Pho hamlet).
According to the Nghe An Department of Education and Training, this decision is to ensure stability and facilitate the implementation of the two-level local government model.
The People's Committee of Thien Nhan commune is required to continue directing the school to prepare facilities, necessary conditions and increase propaganda and mobilization of parents. The merger will only take place when there is the consensus of all parents of students in branch 2.

Previously, Lao Dong Newspaper reported that many parents in Thien Nhan commune did not agree with the merger policy, worried that taking their children to the main school would have to go through an intersection with many trucks, which could pose a potential safety risk.
After the opening ceremony, more than 100 students at the branch took a day off to protest. Hundreds of parents have also gathered to petition in front of the school gate, sending petitions to the Provincial People's Committee, the Department of Education and Training, the commune government and the school's Board of Directors.
Local leaders and the school's Board of Directors affirmed that they will listen to parents' opinions and at the same time recommend that the authorities install speed bumps and traffic lights to ensure the safety of students if the merger is carried out.
