According to Vice Chairman of VGCL, implementing conclusions No. 157-KL/TW of May 25, 2025 of the Politburo, the Secretariat about the Politburo's conclusion on the implementation of the Resolutions and Conclusions of the Central Government and the Ministry of Politics on organizational structure arrangement and administrative units, so that the management of finance and trade union assets effectively, to ensure the overall work of the Vietnam Communist Party, to meet the regulations, to meet the regulations, to meet the regulations and to be ready for the operation of the Vietnam Communist Party. The unit implements and directs the subordinate trade union to implement the following contents:

1. For grassroots trade unions (CDCS):

1.1. For grassroots trade unions of administrative agencies, armed forces, and public service units receiving 100% of their salary from the state budget (public service units with the level of self-guarantee for regular operating expenses determined according to the plan prescribed in Article 10 of Decree No. 60/2021/ND-CP dated June 21, 2021 of the Government, less than 10%; public service units without career revenue) end their operations:

- Make a report of trade union financial settlement at 31.5.2025. At the same time, continue to make accounting books until the end of the operation. At the end of the operation, handing over completed before June 25, 2025. At the end of the operation, the unit implemented the settlement report;

- Accumulated union finances: At the time of termination of operations, hand over the remaining union finances to the direct superior union for management. When the direct superior trade union ends its activities, the entire trade union finances will be handed over and transferred to the level 2 trade union;

- Asset handover: Implement according to Official Dispatch No. 3563/TLD-TC dated March 12, 2025 of the General Confederation of Labor on instructions for handling assets when implementing organizational restructuring;

- Handover of accounting documents, accounting books and accounting documents: Hand over to the higher-level trade union that is decentralized for management according to Official Dispatch No. 3199/TLD-TC dated January 15, 2025 of the General Confederation of Labor on guidance on handover and accounting, accounting in case the unit is dissolved, merged, or consolidated;

- Stop collecting union fees and union funds from June 1, 2025 in administrative agencies, armed forces, and public service units receiving 100% of salaries from the state budget; for units that have paid union funds and union fees from June 1, 2025 onwards, the unit to be decentralized for collection is responsible for transferring them back to the contributing unit or union members.

1.1. For grassroots trade unions that do not cease operations, they will be handed over to the receiving unit according to Official Dispatch No. 3199/TLD-TC dated January 15, 2025 of the General Confederation of Labor on guidance on handover and accounting and accounting in case the unit is dissolved, merged, or consolidated.

2. For level 3 trade unions that have ended their activities:

- Make a report of trade union financial settlement at 31.5.2025. At the same time, continue to make accounting books until the end of the operation. At the end of the completed activity before June 30, 2025. At the end of the operation, the unit implemented the settlement report;

- Accumulated union finances: Implement according to Official Dispatch No. 3716/TLD-TC dated March 28, 2025 of the General Confederation of Labor on guiding the management of union finances and assets when the unit merges or terminates operations;

- Asset handover: Implement according to Official Dispatch No. 3563/TLD-TC dated March 12, 2025 of the General Confederation of Labor on instructions for handling assets when implementing organizational restructuring;

- Receive and hand over accounting data and accounting documents: Hand over to the higher-level trade union that is decentralized for management according to Official Dispatch No. 3199/TLD-TC dated January 15, 2025 of the General Confederation on guidance on handover and accounting and accounting in case the unit is dissolved, merged, or consolidated.

3. For the Provincial and Municipal Labor Federations, Central and equivalent industry unions, and Corporation-level Trade Unions under the Corporation:

The Provincial and Municipal Labor Federations, Central and equivalent industry unions, and Corporation Trade Unions under the General Confederation are responsible for directing and guiding lower-level unions to carry out union financial settlement work, receiving and handing over accounting data and accounting documents in accordance with the General Confederation's regulations.

Speaking to Lao Dong Newspaper reporter, Vice President of the Vietnam General Confederation of Labor Phan Van Anh said that the group of subjects who were allowed to stop paying KPCD and DPCD was about 2.6 million people.

“According to the calculation of the VGCL, the number of KPCs, the CCP of the group of subjects stopped to pay over 3,000 billion VND/year. The fact that there is no source of the above funding does not affect the activities of taking care of, protecting the legitimate rights and interests of the union members and workers implemented by the Vietnamese Trade Union. Because currently, the unit that is decentralized has left 75% of the Union to take care of the Union to take care of the Union for CDCs to take care of the CDCs.
