Thanh Hoa brings startup education into schools

Thanh Hoa - The province aims to expand entrepreneurship education in schools, building a program for general education students of at least 35 periods per school year.

On September 15, the Office of Thanh Hoa Provincial People's Committee said that Mr. Dau Thanh Tung - Vice Chairman of the Provincial People's Committee has just signed and issued a Plan to implement the Program "Supporting students to start businesses in the 2026-2035 period" in Thanh Hoa province.

According to the plan, Thanh Hoa sets a goal to gradually form a startup culture and ecosystem in educational institutions.

The program aims to help students develop ideas, skills, creative thinking, and increase connectivity with businesses, experts, investors and capital sources to bring potential products and projects to the market.

In the period 2026-2030, Thanh Hoa strives to orient entrepreneurship for 50% of high school students, 25% of secondary school students and 15% of primary school students.

The proportion of students equipped with knowledge, skills and entrepreneurial thinking is 35% at the high school level, 15% at the secondary school level and 10% at the primary school level respectively.

On average each year, at least 5% of high school students and 2% of secondary school students are targeted to participate in at least one startup project or activity organized by the school or related units.

For training institutions, the goal by 2030 is that 100% of units issue and publicize regulations to support student startups and provide minimum support services according to regulations.

At least 85% of students must complete a course on entrepreneurship or participate in at least one entrepreneurship skills training and fostering course.

Each year, the number of students participating in new startups is targeted to be at least 50 people out of 10,000 full-time students; at key training institutions, it is at least 100 people out of 10,000 students.

Thanh Hoa also strives to have 40% of training institutions maintain a startup project incubation program annually. Each training institution has at least one project; Hong Duc University alone has at least 10 student startup projects, of which 50% of projects complete the incubation program and reach the market threshold.

In the period 2031-2035, the targets continue to be raised. The rate of students completing modules or startup skills training courses is set at a minimum of 95%; 60% of training institutions maintain incubation programs.

Hong Duc University alone is set a target of at least 15 startup projects for students each year.

One of the specific contents of the plan is to develop a program and learning materials for entrepreneurship education for high school students, ensuring at least 35 periods in a school year.

The province also sets a goal to gradually ensure a team of startup support with a minimum ratio of one person per 500 students at training institutions and one person per 800 students at general education institutions.

Regarding capital sources, training institutions are oriented to establish startup support funds for students, community funds and pilot internal startup investment funds.

The funding for the program includes the central budget, local budgets, related programs and projects, legal revenue from training institutions, and funding and investment from businesses, organizations and individuals.
