On August 25, the Office of the Provincial People's Committee confirmed that on August 22, Mr. To Anh Dung - Chairman of Thanh Hoa Provincial People's Committee signed Decision No. 84/QD-UBND on the form of procurement and decentralization of authority to purchase general education textbooks in the province.
According to the decision, Thanh Hoa province chose the form of distributed procurement for general education textbooks. The procurement is carried out according to decentralization, associated with the responsibilities of each educational management agency.
Specifically, the Thanh Hoa Department of Education and Training purchases textbooks for educational institutions under the state management of education of the Department according to decentralization.
People's Committees of communes and wards purchase textbooks for educational institutions under the management scope of the locality according to regulations.
Before organizing procurement, the Department of Education and Training coordinates with the commune-level People's Committee and educational institutions to review the demand for use, the number of existing textbooks, and the ability to transfer books between schools at the same level according to the library inter-agency mechanism.
The procurement must ensure the correct list of textbooks approved by the Ministry of Education and Training, in accordance with the needs, standards, norms, prices and related legal regulations.
The Department of Education and Training is responsible for summarizing the cost estimate for implementing the policy of free textbooks for educational institutions under its management, and sending it to competent authorities in accordance with the law on the state budget.
For commune-level People's Committees, decide to request the organization of the procurement of textbooks according to their assigned authority; direct educational institutions to statistically count the number of students, learners, the demand for textbooks and the number of existing textbooks that are still usable to serve as a basis for planning.
The commune-level People's Committee also coordinates with the Department of Education and Training and educational institutions in reviewing and transferring textbooks between schools at the same level, summarizing the cost estimate for implementing the free textbook policy and conducting inspection and supervision of the procurement process.
This is a decision to implement Decree No. 271/2026/ND-CP dated July 3, 2026 of the Government on exempting from fees for general education textbooks and tuition fees, curriculum for National Defense and Security Education subjects at higher education and vocational education institutions.
