On December 18, the Ministry of Education and Training (MOET) coordinated with the People's Committee of Hung Yen province to organize a conference to summarize the implementation of Decision No. 999/QD-TTg dated July 10, 2009 of the Prime Minister approving the Project to build Pho Hien University Area.
According to the assessment of the Pho Hien University Management Board, after 15 years of implementation, the Project still has many limitations, especially not attracting enough universities to register to relocate to Pho Hien University Area. To date, only 2 universities have invested in construction and operation, including Chu Van An University (now Intracom University), which has been operating since 2012, and the University of Water Resources.
The land area used by Pho Hien University Area is low compared to the scale of the Project. Specifically, the land area for the construction of new universities reached about 63.25ha/773.1ha (8.2%); the land area for traffic, parking lots and technical infrastructure reached about 69ha/170.3ha (40.5%); the land area for the construction of urban areas to create capital reached about 44.4ha/276.9ha (16%).
Based on the practical implementation of the Project, Hung Yen province proposed to adjust and supplement a number of contents. In particular, adjusting the land use scale of Pho Hien University Area in accordance with the development orientation in the Hung Yen Provincial Planning for the period 2021-2030, with a vision to 2050; meeting the requirements of expanding the scale of training and modernizing facilities. At the same time, vocational training institutions and multi-level schools are added to the goals and structure of the Project.

The province also proposed to adjust the capital source for implementing the Project from the form of auctioning land use rights for urban land to bidding to select investors for concentrated urban areas; auctioning land use rights for urban residential land with a scale of less than 20 hectares.
In addition, it is proposed to extend the implementation period of the Project to 2035, with a vision to 2050; allowing educational institutions to convert part or all of their assets and land use rights at old facilities in Hanoi's inner city to create investment capital in Pho Hien University Area, in which at least 50% of existing land funds can be used.
At the conference, delegates focused on analyzing the current situation, causes and proposing solutions to remove difficulties.
Speaking at the conference, Deputy Minister of Education and Training Nguyen Van Phuc assessed that the Project's targets were low, mainly due to a lack of synchronous investment in infrastructure and resources. The Deputy Minister suggested that Hung Yen province continue to implement the Project with a long-term vision, orienting the development of Pho Hien University Park into a university, science and knowledge center in the region; at the same time, increase investment, site clearance, support capital and create conditions for private investors to participate.
The Deputy Minister also requested universities and academies to study the construction of subdivisions and branches at Pho Hien University Area to reduce the burden on Hanoi's inner city, combined with the development of high-quality vocational education and general education. The recommendations of Hung Yen province have been recognized by the Ministry of Education and Training and will continue to study, coordinate and propose appropriate solutions in the coming time.
