According to information from the Ministry of Education and Training on July 21, the Prime Minister has just sent a document to the Ministry of Education and Training (MOET); Ministry of Home Affairs; Standing Committees of Provincial and City Party Committees; People's Committees (PCs) of provinces and cities on the arrangement of public preschool, general, continuing education, and vocational education institutions at provincial and commune levels.
The document clearly states that, following Official Dispatch No. 777/TTg-TCCV dated July 10, 2026 of the Prime Minister on arranging public preschool, general, continuing education, and vocational education institutions at provincial and commune levels, based on the proposal of the Party Committee of the Ministry of Education and Training in document No. 157-BC/DU dated July 18, 2026, the Prime Minister has directed:
Localities focus on reviewing and implementing the arrangement of public preschool, general, continuing education, and vocational education institutions in the area in the direction of: Each commune-level administrative unit must ensure at least 1 preschool education institution, 1 general education institution providing sufficient primary and secondary education levels, ensuring flexibility, according to a roadmap, suitable to the actual situation of the locality to achieve the goal of reducing at least 30% of focal points, in favorable locations reducing about 50% of focal points compared to July 1, 2025, completing before August 30, 2026.
The Ministry of Education and Training shall preside over and coordinate with relevant ministries, agencies, and localities to continue to review and specifically guide the implementation; promptly report to competent authorities on issues beyond their authority; summarize and report to the Government and the Prime Minister on the situation and results of implementation before September 6, 2026.
Previously, in document No. 777/TTg-TCCV dated July 10, 2026, the Prime Minister requested that the arrangement of public preschool, general, continuing education, and vocational education institutions at the provincial and commune levels must be consistent with the 2-level local government model, socio-economic development planning, population size and development space; taking the goal of improving education quality and management efficiency as a consistent and sustainable direction; not implementing mechanical arrangement only to reduce focal points.
Compliance with professional and educational scientific principles; suitable to the psychological and physiological characteristics of the age, level of education and type of educational - training institution.
Putting learners at the center. Ensuring the right to study and access to education; creating more favorable conditions for students to go to school, not creating geographical and cost barriers; absolutely not affecting the work of mobilizing students to go to class to maintain and improve the results of universal education.
Linking network arrangement with innovation in school governance and streamlining management focal points; effectively using the teaching staff, facilities and investment resources; promoting digital transformation, strengthening decentralization and delegation of power associated with accountability of localities and educational institutions.
Minimize negative impacts on teaching and learning activities, the psychology of students, teachers and parents. Organize implementation flexibly, scientifically, and in accordance with the reality of each region, especially mountainous, border, island and ethnic minority areas, ensuring convenience for teachers, learners, and managers.
Monitor and evaluate the implementation situation regularly based on data and practical impacts; promptly detect problems to adjust plans, improve mechanisms and policies and replicate appropriate models.
The arrangement of public preschool, general, continuing education, and vocational education institutions at the provincial and commune levels must be associated with ensuring good preparation conditions for the opening of the 2026–2027 school year.
