On November 27, the Department of Education and Training (DET) of Ho Chi Minh City issued an urgent dispatch on implementing safety assurance work when organizing educational activities outside of school hours at educational institutions in Ho Chi Minh City.
According to the Department of Education and Training, the complicated developments of the current weather in the city of neighboring provinces and cities, which pose a potential risk of high tides, floods, flash floods, landslides, strong winds, tornadoes, high waves, unusual whirlwinds, etc., can affect the safety of organizing educational activities outside of school hours for students and teachers.
To ensure the safety of students, staff, teachers, and staff during the organization of educational activities outside of school hours, the Department recommends that units continue to fully implement the directives related to ensuring the safety of students when organizing educational activities outside of school hours.
Schools need to review all plans for organizing educational activities outside of school hours at the unit that have been and are expected to be implemented during the extreme weather period. Based on weather forecasts and flood situations in the locality, it is expected to be organized to consider adjusting the time, content, location, and organization form accordingly, both ensuring safety for students and creating conditions to maintain practical and effective educational activities outside of school.
In particular, schools need to pay attention to outdoor extracurricular activities, educational programs outside of school hours in areas at risk of deep flooding, flash floods, landslides, prolonged rain, thunderstorms, mountain slopes, steep passes... during the time of high tide warnings, storms, floods, thunderstorms, strong winds; especially in areas along rivers, streams, downstream reservoirs, low-lying areas, coastal areas.
Units proactively have plans to ensure the safety of students when receiving information and warnings from specialized agencies about prolonged heavy rain, tornadoes, flash floods, landslides, and deep flooding on the route or at the venue; promptly organize the evacuation of students and teachers to safe places according to the motto of safety first of all.
Consider adjusting the time, shortening the program or switching to a safer organization at the school/location when weather conditions are unfavorable. Do not encourage departures at night; in special cases, there must be a plan to ensure safety, assign forces to manage and closely monitor.
The school has appropriate information to remind students to be vigilant, not to go to places with deep water areas, prone to landslides; not to gather friends to see floodwaters in rivers, streams, lakes, and coastal areas to prevent unfortunate accidents.
Do not let pressure on progress and costs affect the safety of teachers and students
The head of the unit shall consider and decide on adjusting, shortening the program or temporarily suspending activities on the basis of ensuring the safety of students, while minimizing unnecessary disruption and interruption of the school's education plan; not allowing pressure on progress and costs to affect professional decisions related to safety.
