On October 29, the Department of Education and Training (DET) of Ho Chi Minh City announced a draft decision to issue regulations on extra teaching and learning in Ho Chi Minh City to collect opinions and communication.
This is the 4th draft of the regulation, aiming to build a legal corridor for managing extra teaching and learning activities in the city more and more effectively.
The consultation will be completed before October 31.
The draft clearly stipulates the responsibilities of the People's Committees at the commune/ward level, educational management agencies and relevant agencies, organizations and individuals in implementing regulations on extra teaching and learning.
In addition, the draft also stipulates the management and use of funds for organizing extra classes; inspection, examination and handling of violations of extra classes in the area.
This regulation applies to those who teach extra classes and learn extra classes; organizations and individuals organizing extra classes and learning and related organizations and individuals.
In particular, the responsibility of the principal is: At the end of the semester and the end of the school year, review students who need to take extra classes; develop a plan for extra classes for students according to regulations, report to competent authorities to arrange funding from the budget for organizing extra classes in schools in accordance with the situation and characteristics of the unit.
At the same time, managing teachers who are teaching at school when participating in extra-curricular teaching.
For tutoring institutions: Before organizing tutoring, report to educational management agencies in the area; register for business according to the provisions of law; list of tutoring classes; timetable for tutoring classes; list of tutors; reports of teachers teaching at educational institutions participating in tutoring outside of school; tuition fees; tutoring plans for grasping, monitoring and checking according to regulations.
Management, storage and presentation when inspected and checked the records of organizing extra classes and tutoring include: business registration records according to the provisions of law; public records, listing of subjects organized for extra classes, extra teaching time for each subject according to each grade; time for organizing extra classes and tutoring; list of tutors; list of tutors; time for extra classes; application for extra classes; tuition fee collection.
