According to the proposed plan, Xuan Mai commune (Hanoi) will rearrange and reorganize 18 public kindergartens, primary schools and secondary schools into 7 schools, including 1 kindergarten, 3 primary schools and 3 secondary schools, reducing 11 schools; the reduction rate is 61.11%.
The implementation roadmap is clearly defined, in which before August 5th, the issuance of decisions on arranging and consolidating the organizational structure, Party committees, and school boards will be completed; arranging and assigning management officials; handing over dossiers, finances, assets, and facilities; recovering seals and fully updating management data.
Before August 10, all schools after arrangement will complete the organization of the apparatus, assignment of tasks, arrangement of teachers, students, classrooms and necessary conditions to be ready to enter the new school year 2026-2027.
Mr. Hoang Minh Hien, Secretary of the Party Committee, Chairman of the People's Council of Xuan Mai commune affirmed that the arrangement of schools is a correct policy of the Central Government and the City, implemented based on specific criteria on school and class size; geographical location; facilities conditions; organizational structure, personnel and long-term education development orientation of the locality.
The Standing Committee of the Party Committee continues to study, complete and issue a notice of conclusions for the Commune People's Committee to implement decisions in accordance with regulations, ensuring that no later than August 4, schools after arrangement will have a full new leadership apparatus.
At the same time, schools are required to urgently complete dossiers, finalize data, and hand over complete dossiers, books, funds, assets, and equipment before August 5th and complete all handover work before August 8th for subsequent schools to arrange to officially go into operation.
In Gia Lam commune, the commune currently manages 16 public educational institutions, including 6 kindergartens, 6 primary schools and 4 secondary schools, with a total of 358 classes and 14,648 students.
According to the expected plan, the current 16 public schools will be arranged into 8 schools according to the model of a multi-level school, including 3 kindergartens, 3 elementary schools and 2 secondary schools.
Mr. Duong Viet Cuong, Chairman of Gia Lam Commune People's Committee, emphasized that the arrangement and reorganization of educational institutions must be carried out carefully, objectively, publicly and in accordance with regulations.
The work of arranging leadership and management personnel needs to be linked to the goals and orientations of local education development, and at the same time be suitable for the characteristics of schools after establishment according to the multi-facility model, with larger scale, broader management scope and higher task requirements.
Based on a comprehensive assessment of qualities, capacity, prestige and work results, the commune will select suitable and worthy officials who meet the requirements of school governance in the new period.
For the team of civil servants and employees who do not hold management positions, the Chairman of the Commune People's Committee assigns the Department of Culture and Social Affairs to carefully study the regulations, advise and provide specific guidance on arrangement plans and related regimes and policies.
Principals of schools are responsible for providing complete, official, and timely information to officials, teachers, and staff, especially professional positions that may be affected after arrangement such as accounting, clerical work, and other professional departments; and at the same time grasp the thoughts and aspirations to propose appropriate arrangement plans, avoiding the situation of officials and employees lacking information or accessing unverified sources of information...
In Hoa Xa commune, after arrangement, the number of public school focal points of the commune is expected to decrease from 24 to 8 schools, reducing 16 management focal points, equivalent to 66.67%.
The number of management officials decreased from 54 to 34 people, a decrease of 20 management officials, equivalent to 47%; redundant staff were arranged to transfer to teaching or suitable jobs, contributing to increasing resources directly serving education work.
Doai Phuong commune has also approved the draft Project on arranging and reorganizing public preschool, primary, and secondary education institutions in the area.
Accordingly, after arrangement and reorganization, the number of schools will decrease from 11 to 5, including 2 kindergartens, 2 primary schools and 1 secondary school, reducing 54.5% of management focal points.
The arrangement still maintains the existing school sites and locations as before arrangement, ensuring the right to study of students and creating convenience for parents.
In Phuc Tho commune, according to the arrangement plan, from the current 26 public schools including 9 kindergartens, 9 primary schools and 8 secondary schools, after arrangement, there will be 11 schools including 4 kindergartens, 4 primary schools and 3 secondary schools.
Thus, the number of kindergartens and elementary schools both decreased by 55.56%; the number of secondary schools decreased by 62.5%; the overall reduction rate of the whole system reached 57.69%.
