On the afternoon of August 22, at the Government headquarters, Prime Minister Pham Minh Chinh chaired a conference to summarize the 2024-2025 school year and deploy tasks for the 2025-2026 school year.

Speaking at the Conference, Prime Minister Pham Minh Chinh acknowledged that the education sector in the past school year has achieved very basic results and achievements.

These results are summarized by the Prime Minister in 36 words: "Complete institutions; streamlined apparatus; enhanced quality; professional exams; teachers' upgrading; expanded integration; spacious facilities; developed science; early talent".

In addition to the achieved results, the Prime Minister generalized the limitations, shortcomings, difficulties and challenges such as:

Program inadequacy, scale, unbalanced professions, low ethics, lack of skills, inadequate teachers, unorganized networks, passive funding; The implementation of the 2018 General Education Program is still inadequate. The conditions for facilities and equipment are still lacking; The scale of vocational education is still fragile and outdated; the structure of the profession and training level is not suitable; the quality and effectiveness of training are not high; slow innovation, inflexibility and diversity to meet the needs of the labor market; the training work has not been focused on,...

From the achieved results and practical experience in directing and operating in recent times, the Prime Minister requested the Minister, the collective leadership of the Ministry and the entire education and training sector to continue to focus on thoroughly grasping and effectively implementing the main guiding viewpoint: "Taking students as the center, the subject - Teachers and teachers as the driving force - Schools as the support - Family as the fulcrum - Society as the foundation".

The Prime Minister emphasized that all thinking, methodology, and approaches to solve problems must be innovated more strongly, and action more drastically in the direction of: All citizens must have equal access to education and training, especially those in remote areas, ethnic minority areas, border areas, and islands; build advanced, modern programs and curriculum to be more suitable to reality, study together with practice, real study, real exam, real results, teachers create motivation, inspire students, families, society, schools as a foundation, support, and solid support for teachers and students; resolutely not let students lack schools, classes, teachers, food, clothing, etc.

Regarding some breakthrough tasks, the Prime Minister requested to focus on thoroughly grasping and implementing the Resolution of the Politburo on breakthroughs in education and training development in the immediate future.

Continue to review and plan the network of preschools, general education, continuing education, disability education, higher education and pedagogical colleges, vocational education; mobilize all resources. Ensure suitable land funds to build schools and classrooms, especially adding schools and classes to implement universal preschool education for children aged 3 to 5 years; build primary and secondary boarding schools at 248 land border communes, and pilot the construction or renovation of 100 schools in 2025,...

Regarding some specific tasks of ministries, agencies and localities, in the spirit of assigning "6 clear: clear people, clear work, clear time, clear responsibilities, clear products, clear authority", the Prime Minister directed the Ministry of Education and Training to preside over and coordinate with local ministries and branches to continue implementing Conclusion 91 of the Politburo; especially focusing on drafting the National Assembly Resolution on specific mechanisms, policies and the Government's Action Plan to implement the Politburo's Resolution on breakthroughs in the development of education and training.

At the Conference, Minister Nguyen Kim Son expressed his gratitude to the Prime Minister, leaders of the Party and State for always paying close attention to and directing the field of Education and Training.

Ahead of the new school year 2025-2026, the Minister said that the education and training sector will focus on promoting "36 golden words", focusing on "32 silver words", promoting 9 groups, paying attention to 8 parts, overcoming 3 shortcomings, implementing breakthroughs in the transition state, doing well 10 specific groups of tasks and many key groups of tasks.
