After Circular No. 29/2024/TT-BGDDT of the Ministry of Education and Training, regulations on extra teaching and learning for general education and continuing education took effect, most public schools as well as public teachers in Quang Ninh stopped teaching extra.
As soon as Circular 29 was issued, some outside centers in Quang Ninh proactively invited teachers to participate in teaching, because teachers have a great advantage in having students.
Tuition fees and remuneration are issues
There are many levels of services for teachers to choose from, but parents all have to pay higher tuition fees than those in classes opened by teachers as before and teachers are paid lower than those opened by teachers. The reason is that the centers have to pay many fees, from renting locations to paying taxes, operating...
According to a quotation table sent to teachers by a teaching center in Ha Long, if a class has 10 students, the room rent is 100,000 VND/class/session and the student management fee is 20,000 VND/student and teachers collect tuition fees themselves.
Also according to the method of teachers collecting tuition fees themselves, the center also collects student management fees of VND 20,000/class/time and the following room rental service levels: for classes with 11-20 students, it is VND 170,000/time; from 21-30 students, it is VND 230,000/time; from 30-40 students, it is VND 270,000/time; over 40 students, it is VND 350,000/time.
Thus, with this calculation method, each shift, the center will collect about 300,000 VND to 1,150,000 VND.
Or, teachers can choose the service: Comprehensive student management center and collect tuition fee of 110,000 VND/student/semester and divide the tuition fee percentage for teachers to the following levels: Classroom under 10 students and from 11-20 students, teachers receive 60%; classes with 21-30 students and from 30-40 students, teachers receive 65%; classes with over 40 students, teachers receive 70%.
Thanks to relatives and friends, a teaching center was established
According to some teachers, the remuneration received if teaching at outside centers will be much lower than before, although the tuition fee is only from 60,000 - 70,000 VND/student/class, while the tuition fee at the centers is not less than 100,000 VND/student/class.
Therefore, some teachers go to private teaching centers or ask relatives and friends to establish teaching centers, because according to regulations, they are not allowed to establish centers.
In Ha Long City alone, from the beginning of January 2025 to now, there have been over 600 business registration applications in the education sector.
Regarding the teaching and learning of extra classes according to Circular 29, the Department of Education and Training of Quang Ninh province is soliciting opinions for the draft Decision "Regulations on extra classes in Quang Ninh province" to submit to the Provincial People's Committee for consideration.
According to the draft, relevant agencies are responsible for guiding and granting business registration certificates to organizations or individuals organizing extra-curricular activities with fees; advising the Provincial People's Committee to arrange a budget to support extra-curricular teaching and learning costs for public educational institutions.
