From February 14, 2025, Circular 29 regulating extra teaching and learning activities will take effect.
The Circular stipulates that extra teaching in schools is only for 3 groups of undergraduates, excellent students, final year students and all of these extra teaching activities are not allowed to collect fees from learners, can be taught for free or paid by the school from the budget and other legal sources.
For extra teaching outside of school, teachers are allowed to teach extra classes but must comply with regulations and will not be charged for extra classes for regular students.
Explaining the regulation that teachers are not allowed to teach extra classes with fees for regular students in their classes, Mr. Thai Van Tai - Director of the Department of Primary Education, Ministry of Education and Training said that this is to increase the responsibility, transparency, and role of teachers in regular school hours.
According to Mr. Tai, teachers must meet the requirements for conveying complete knowledge during class hours. If teachers replace their knowledge with extra teaching, this will violate laws such as the Law on Anti-Corruption, what teachers are not allowed to do and regulations related to the Law on Civil Servants.
Not teaching regular students in class also motivates teachers to explore teaching methods. This both limits the negative aspects of extra teaching and affirms the transparency of teachers.

Without managing extra teaching, teachers will be subjective and bring additional knowledge to students during extracurricular teaching hours. That can accidentally or intentionally force students to participate in extra classes in the afternoon, and have to study with their own teachers to compensate for their knowledge - Mr. Thai Van Tai stated his opinion.
Sharing the same view, Mr. Nguyen Cao Cuong - Principal of Thai Thinh Secondary School (Hanoi) commented that teachers themselves have their duties and responsibilities in performing educational activities when receiving salaries from the state budget.
As a leader in managing school activities, Mr. Cuong emphasized: When implementing educational activities as planned, teachers sometimes do not need to do well. I only ask teachers to do the right thing. That has been a wonderful thing for generations of students.

At primary school level, with a 2-session/day schedule, teachers need to ensure adequate knowledge of the subjects. At the same time, the school also has the task of supplementing other contents that the program aims for.
Mr. Thai Van Tai said: "If we approach it in the direction of having to teach extra classes and extra learning at primary school level for Vietnamese and Math subjects, it is extremely unreasonable. This shows that teachers have not completed their tasks during the regular school hours.
In the afternoon lessons, teachers are responsible for supporting students who are having difficulty with reading, writing or other abilities and interests.
The arrangement of the school schedule according to the 2018 general education program has helped students study all the contents and skills without having to attend extra classes. Teachers affirm their role and capacity through the full implementation of teaching tasks in class.
Teachers who do not participate in extra classes can continue to be confident that they have done well during regular classes and their students will achieve the goals of the program, added Mr. Thai Van Tai.
