The Ho Chi Minh City People's Committee has issued a list of fees and collection levels for services serving and supporting education and training activities at public educational institutions in the area in the 2026-2027 school year.
According to the published list, there are 22 revenue items regulated with ceiling levels, divided into 7 service groups.
Notably, the city specifically stipulates the collection level for air conditioning services in classrooms where demand exists.
For classes that have been installed with air conditioning before, the school is only allowed to collect electricity and periodic maintenance fees from 35,000-50,000 VND/student/month, depending on the level of education.
In case the class needs to use air conditioning but the facilities are not available and must be outsourced, the maximum fee is from 9,000-110,000 VND/student/month.
The regulation of the ceiling level aims to serve as a basis for schools to deploy services, and at the same time control the collection level for items serving the actual needs of students.
Many service fees are regulated with ceiling levels
In the group of catering and semi-boarding care services, lunch and taxi fares have a maximum fee of 40,000 VND/day; breakfast is maximum 20,000 VND/day and drinking water is maximum 20,000 VND/student/month.
The cost of organizing services, management and semi-boarding hygiene has different ceiling levels depending on the area. In wards (Group 1), the collection level ranges from 250,000-550,000 VND/student/month depending on the level of education. In communes and special zones (Group 2), the collection level is from 230,000-500,000 VND/student/month.
For preschool level, the service fee for nursing staff has a ceiling of 260,000 VND/student/month. Semi-boarding equipment serving the whole school year has a maximum fee of 200,000-450,000 VND/student/year, depending on the school level and area.
For educational institutions with boarding facilities, dormitory fees have a ceiling of 700,000 VND/student/month.
Student transportation service has a maximum fee of 10,000 VND/student/km for routes under 5km and 8,000 VND/student/km for distances from 5km or more.
Technology and digital learning services have a ceiling of 110,000 VND/student/month at all levels of education.
For the service of organizing swimming lessons for drowning prevention and control, the maximum fee is 700,000 VND/student/course, applied from preschool to high school.
Extracurricular activities have a ceiling of 200,000 VND/activity. Life skills education services have a fee of 80,000-120,000 VND/student/month depending on the level of education and area.
Parking and childcare also have collection frameworks
For parking services, students riding bicycles and electric bicycles have a fee of 2,000 VND/turn or 40,000 VND/month. Students riding motorbikes and electric motorbikes have a fee of 4,000 VND/turn or 80,000 VND/month.
Overtime childcare services at preschool levels are also specifically regulated. The fee for childcare before and after official school hours is from 11,000-12,000 VND/hour; childcare on holidays or summer days is from 120,000-128,000 VND/day.
Ceiling, not mandatory revenue
The ceiling level for collections is applied according to 2 groups of areas. Group 1 includes educational institutions in wards; Group 2 includes educational institutions in communes and special zones.
The regulated levels are the ceiling levels, not mandatory fees for all students. The occurrence of any fees depends on the services organized by the educational institution and the registration needs of students and parents.
