On January 12, Tra Vinh University (Vinh Long province) was decided by the Government to reorganize according to the university model, becoming the 13th university in Vietnam.
According to the decision, Tra Vinh University reorganizes its structure and operates according to the Law on Higher Education and related regulations. The Rector of Tra Vinh University continues to perform his duties until there is a decision to appoint a university director.
The Government assigned the Ministry of Education and Training and Vinh Long Provincial People's Committee to guide and supervise the transformation process, ensuring publicity and transparency, and not affecting the school's operations and the rights of lecturers and students.
With this decision, Vinh Long is the first province to have a directly affiliated university converted into a university. Tra Vinh University is the 13th university in the Vietnamese higher education system.
Previously, the whole country had 12 universities, including Vietnam National University Hanoi, Vietnam National University Ho Chi Minh City, regional universities and some multi-disciplinary universities.
According to the Law on Higher Education, universities train and research many fields; while universities are a complex of training and research in many fields, including member universities and faculties.
Decree 99/2019 of the Government stipulates that to be transferred from university to university, educational institutions must meet quality accreditation standards; have at least 3 member schools, 10 doctoral training majors, with a scale of over 15,000 full-time students.
According to the draft decree guiding the amended Law on Higher Education in 2025, the conditions for recognizing universities are raised, requiring at least 5 member schools, 25 doctoral training majors and a scale of about 25,000 students.
