Less than 50% of the volume even though the deadline is next door
Responding to the "100 Days and Nights of Peak Campaign" launched by the Prime Minister, Quang Tri province is dedicating all its efforts to complete boarding schools in border areas.
In Quang Tri province, 15 inter-level general education schools from primary to secondary school are currently being newly built, upgraded and renovated in 15 border communes. The total investment capital mobilized for this plan is nearly 3,340 billion VND. Among them, 4 inter-level boarding schools in Dakrong, Huong Phung, Dan Hoa and Thuong Trach communes will be simultaneously started at the end of 2025, with the mandatory destination being to be completed on July 31, 2026 to promptly put them into service for the new school year 2026 - 2027.
However, the latest progress report shows a worrying reality when the overall construction volume at these 4 key inter-level boarding school projects is currently only from 35% to 45%. Typically, at the Dan Hoa Primary and Secondary Boarding School project (Dan Hoa border commune), although it owns a total investment of more than 285 billion VND to build a series of synchronous items such as administrative blocks, boarding blocks, classroom buildings, multi-purpose buildings... but so far the progress has only stopped at 40%. With the remaining time of only about 2 months, the pressure to release the workload of more than 50% remaining is extremely large.
According to assessments from management units, the reason for the construction circuit being blocked is that the project was implemented during a period when the market had many strong fluctuations in fuel and construction material prices, directly affecting the estimated costs of contractors. In addition, the weather in the Central region entering a period of hot, sultry, and harsh weather combined with the hilly and steep terrain in the border area has significantly eroded the labor force of workers, causing the progress of some items to be slower than the initial plan.
Will propose the Army to "support" to accelerate construction
To find a way out of the progress problem ahead of schedule on July 31, at the dormitory construction sites in the border area today, the working atmosphere is being pushed to the highest level.

Recorded at Dan Hoa school point located on a hill in Ta Leng village, hundreds of workers have to equip themselves with cooling air-conditioned clothes and helmets covering their faces to withstand the scorching sun. Contractors have been forced to flexibly change working hours: construction is organized earlier in the morning, later in the afternoon, and overtime is organized, working through the night to take advantage of cool weather, compensating for the delayed time. Currently, 265 engineers and workers are on duty at the construction site. It is expected that at the beginning of June, the contractor will add about 100 more workers.
Faced with the scarcity of labor in the construction industry in the locality, businesses have had to proactively go to neighboring provinces to recruit, and at the same time suffer great pressure on gasoline prices, transportation costs and have to pre-order materials to maintain a continuous construction flow.
Faced with the general slow progress situation, leaders of Quang Tri Provincial People's Committee have intervened to closely direct. The province has requested the Provincial Construction Investment Project Management Board to closely coordinate with contractors to accurately review the number of troops, and in case of serious shortages, it will propose support and force support from the Army.
Mr. Nguyen Thanh Binh, Director of the Quang Tri Provincial Construction Investment Project Management Board, said that the unit has conducted a review and developed a plan to request support from the Army.
Among the 4 inter-level boarding schools, except for Dakrong commune, we plan to propose that the Army increase 300 officers and soldiers to support the construction of 3 inter-level boarding schools in Huong Phung, Dan Hoa and Thuong Trach communes" - Mr. Nguyen Thanh Binh said.
