The State Council of Professors said that in 2025, 900 candidates will achieve enough votes of confidence, the highest number since 2017. Of which, 825 candidates are considered for recognition as meeting the standards of professors and associate professors in 26 majors and interdisciplinary majors; the Military and Security majors alone do not make the list public.
The Economics major leads with 134 qualified candidates, followed by Medicine with 114 people. Literature is the major with the fewest candidates, only one person is qualified.
In the group of professors, Medicine is also the major with the most people with 14 new professors. In contrast, 9 "white" majors include: Agriculture - Forestry, Earth Sciences - Mining, Law, Culture - Arts - Physical Education and Sports, Linguistics, Irrigation, History - Archaeology/Humanities, Mechanics and Literature.

According to regulations, after 15 days of announcing the results, the Chairman of the State Council of Professors will sign a decision to recognize and grant certificates of meeting the standards for the titles of professor and associate professor to the candidates.
After 5 years from the date of the decision to recognize the standards, if the candidate is not appointed to the title of professor or associate professor at a higher education institution, this decision will expire.
Every year, universities will establish a grassroots council to review, select candidates who meet the requirements and propose to the State Council of Professors. Here, the Council continues to transfer the dossier to industry and interdisciplinary councils for appraisal and elimination of cases that do not meet before reviewing and approving the list of standards.
According to regulations issued since 2018, candidates to be considered for the title of professor or associate professor must be the main author of 3 to 5 scientific articles published in journals on the ISI, Scopus - two prestigious international data systems for citation and summarization of scientific articles or in other journals prescribed by the State Council of Professors.
Last year, out of more than 670 initial nominations, 567 were recognized as qualified. These people are allowed to continue working at state agencies for a maximum of 5 years after retirement age, and are given priority to preside over topics and science and technology projects.
Resolution 71 of the Politburo on breakthroughs in education and training development also requires innovation in the process of considering the recognition of professors and associate professors. According to the new orientation, the appointment will gradually be transferred to higher education and vocational education institutions, in accordance with international practices and domestic practices.
