According to the report of the Office of the State Council of Professors, in 2025, 1,073 candidates (100 candidates for professors, 973 candidates for associate professors) will submit their applications for recognition as meeting the standards for the title of professor and associate professor at 117 Grassroots Council of Professors.
Through the foreign language proficiency assessment round, the general scientific report and the credit vote of the Grassroots Professorship Council, there were 1,014 candidates, of which 93 were professor candidates, 921 associate professor candidates were proposed for recognition as meeting the standards and sent to 28 Professorship/interdisciplinary councils.
The Associate and Interdisciplinary Professorship Councils met to consider the recognition and as a result, 911 candidates (73 doctoral candidates, 938 associate professor candidates) were proposed to the State Council of Professors for recognition.
At the 4th session, the State Council of Professors publicly discussed each candidate dossier and conducted a vote on the list of candidates eligible to be considered for recognition as meeting the standards for the title of professor and associate professor. The results showed that 900 candidates achieved the prescribed confidence votes, with 71 doctoral candidates and 829 associate doctoral candidates.
The success rate compared to the total number of candidates submitting applications for consideration at the Grassroots Professorship Councils up to this point is 83.88% (of which the success rate of professor candidates is 71%, associate professor candidates is 85.20%).

According to regulations, after 15 days of announcing the results, the Chairman of the State Council of Professors will sign a decision to recognize and grant certificates of meeting the standards for the titles of professor and associate professor to the candidates. After 5 years from the date of the decision to recognize the standards, if the candidate is not appointed to the title of professor or associate professor at a higher education institution, this decision will expire.
