Information from the Traffic Police Department - Hanoi City Police, from June 1 to June 8, 2025, 111 vehicles violating traffic safety were detected and fined (detailed list here).
Notably, there were 96/111 vehicles who committed the same error of "Stop at a place with a sign prohibiting stopping and parking"; the same violating location was "Giai Phong Street - the section passing through Bach Mai Hospital".
The above location often has many motorbikes and cars calmly stopping despite the prohibition signs. This situation causes chaos, traffic congestion, and the risk of traffic accidents.
According to Decree 168 of the Government, stopping a car with a "No stopping and parking" sign will be subject to a fine of 600,000 - 800,000 VND.

In fact, at the above location, every month, hundreds of vehicles in violation were fined. Most of the violations are service vehicles.
In particular, there were some cases where tricks were used to cover and change the license plate to avoid fines. However, using professional measures, the Traffic Police force has handled many cases of the above violations.
For covering and changing the license plate, the driver was fined more than 20 million VND.
"Life is so difficult, sometimes I want to stop and wait for customers near the gate of Bach Mai Hospital so I cover the signboard to avoid being fined. After being fined, I was restored to my original state and did not dare to repeat the offense," a driver who was fined shared.

According to Lieutenant Colonel Tran Van Hung - Officer of Road Traffic Police Team No. 4 (Hanoi Traffic Police Department), drivers have many ways to change their license plates or make them difficult to identify. There are many cases of using reasons such as going on dirty roads, not having time to clean them... when discovered by the authorities.
"All cases of intentional violations will be strictly handled. We recommend that drivers check their license plates before getting on the vehicle. The signboard must be clear in letters and numbers to serve the supervision of the authorities," said Lieutenant Colonel Tran Van Hung.
