Complete 2 expressways in 2025
Ben Luc - Long Thanh Expressway is nearly 58km long, passing through Long An, Ho Chi Minh City and Dong Nai, with a total investment of 31,300 billion VND. Started in 2014, the project is currently nearly 90% complete.
Vietnam Expressway Development Investment Corporation (VEC - investor) aims to technically open sections using capital from the Asian Development Bank (ADB) before October this year.
The entire expressway will be put into operation in 2025, helping to connect the Southeast - Southwest as well as connecting seamlessly with main expressways such as Ho Chi Minh City - Trung Luong, Ho Chi Minh City - Long Thanh - Dau Giay and Bien Hoa - Vung Tau, contributing to economic development for the whole region.
Starting construction in June 2023, the Bien Hoa - Vung Tau expressway project is more than 53km long, passing through Dong Nai and Ba Ria - Vung Tau provinces with a total investment of more than 17,800 billion VND. The section passing through Ba Ria - Vung Tau province currently has more than 90% of the road surface area covered with crushed stone, striving to technically open the entire route on April 30, 2025, 8 months earlier than the deadline assigned by the Government. Particularly, the section through Dong Nai province is behind schedule due to land problems. Dong Nai province leaders strive to complete this work this year to hand it over to the construction contractor, completing it in 2026.
With the Belt 3 project passing through four localities of Ho Chi Minh City, Binh Duong, Dong Nai and Long An, the project has a length of more than 76km, with a total project investment of more than 75,300 billion VND. After more than a year of starting construction, the section passing through Ho Chi Minh City reached about 15%, Binh Duong province reached 13.7%, Long An province reached more than 42.8%. Particularly, the section through Dong Nai province only reaches 4.52% of the volume.
Chairman of Ho Chi Minh City People's Committee Phan Van Mai said: "The localities have agreed to sit down to evaluate and try to ensure progress by January 2026 to open technical traffic and the second quarter of 2026 to complete the project and put it into operation. ”.
Preparing to start construction on 3 expressways and Ring Road 4
Recently, the 51km long Ho Chi Minh City - Moc Bai expressway was approved by the Prime Minister for investment policy under a BOT (build - operate - transfer) contract, with a total investment of 19,617 billion VND.
Mr. Phan Van Mai said that Ho Chi Minh City and Tay Ninh are determined to approve the site clearance and expressway construction package this year. 3 public investment component projects (construction of public access roads and overpasses, site clearance through Ho Chi Minh City and Tay Ninh) start construction in the second quarter of 2025. The expressway construction investment component project under the BOT contract starts construction in the first quarter of 2026.
"The project tries to accelerate completion by the end of 2027 or early 2028 to synchronize with Cambodia's Phnom Penh - Bavet expressway" - Mr. Mai said.
Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway through Binh Duong and Binh Phuoc is 55km long. The expressway section through Binh Duong is about 45.6km long, with a total project investment of more than 17,400 billion VND under the BOT contract. Currently, Binh Duong province is completing documents for site clearance, feasibility study reports, investor selection, signing of BOT contracts... It is expected that Binh Duong province will implement construction. expressway this year, completed in 2027.
The 6.6km long highway section through Binh Phuoc province has a total capital of 1,474 billion VND from the budget.
The Ring Road 4 project passes through Ho Chi Minh City, Long An, Binh Duong, Dong Nai and Ba Ria - Vung Tau with a length of nearly 207km, phase one investment with a total capital of more than 127,000 billion VND.
It is expected that Belt Line 4 section through Binh Duong province will start construction first this year, with the remaining localities starting construction in 2025.
