The investment project to build the Ninh Binh - Hai Phong expressway, the section passing through Ninh Binh province, has a total land use demand of nearly 200 hectares, of which, the national highway surface is 0.16 hectares; the provincial road surface is 1.6 hectares; the district and commune roads are 2.6 hectares; the land in the hamlet is 2.1 hectares; the rice land is 14.4 hectares; the aquaculture land is 6.1 hectares and the cemetery land is 1.7 hectares.
The project passes through the areas of Yen Khanh and Yen Mo districts (Ninh Binh). Currently, Ninh Binh province is directing localities to coordinate with investors and related units to promote site clearance to start the project.
In Yen Khanh district, the total number of households affected by land acquisition in 6 communes is 1,438 households, the total of plots of land managed by the People's Committee of the commune (agricultural land, transportation, irrigation...) affected by land acquisition is 346 plots.
Mr. Nguyen Quoc Hung - Chairman of Yen Khanh District People's Committee said that as of February 20, the District's Compensation, Support and Resettlement Council for projects has declared and counted 364/1,438 households. In addition, the district has also implemented a project to build infrastructure for resettlement areas and inspect and review expected returned works to serve the project's site clearance.
"During the process of applying compensation prices for land acquisition, there have been some problems with the unit price of houses and structures not included in Decision No. 01/2025/QD-UBND dated January 10, 2025 of the People's Committee of Ninh Binh province, making it difficult to apply prices to prepare compensation plans. In addition, many households are subject to land acquisition and clearance but are not present in the locality, households in other provinces have difficulty in confirming households and individuals directly engaged in agricultural production to support job conversion and training to find jobs" - Mr. Hung said.
For Yen Mo district, up to now, 1,063/1,063 organizations, individuals and households affected have been counted. The total amount of capital provided is over 97.4 billion VND and over 96.7 billion VND has been paid.
"GPMB work in the district is facing some difficulties, especially the application of compensation prices for households with affected and recovered housing projects.We have reported to the People's Committee of Ninh Binh province and relevant units to resolve the issue" - Mr. Pham Quoc Dat, Vice Chairman of Yen Mo District People's Committee said.
According to the representative of the Ninh Binh Province Traffic Construction Investment Project Management Board (investor), the capital allocation for the project, as of February 20, the Ninh Binh provincial budget has allocated 28 billion VND to carry out the task of investment preparation, preparation of feasibility study report and capital contribution from the Ninh Binh Provincial Land Development Fund, which is 49 billion VND to carry out site clearance work.The allocated public investment plan for 2025 is 25 billion VND, and the central budget, the People's Committee of Ninh Binh province has allocated a detailed public investment plan for 2025 of 3,000 billion VND.
The Ninh Binh - Hai Phong expressway investment project, the section passing through Ninh Binh province, is 25.3km long; with a scale of 4 complete lanes; designed speed of 120km/h. The entire route will have 12 bridges, including 3 overpasses for people and 3 interconnecting intersections. The total investment is VND6,865 billion, including the central budget and the Ninh Binh provincial budget. The project is expected to be completed in 2029.
