The Traffic Police Department (PC08) of Ho Chi Minh City Police has announced the receipt and renewal of driving licenses at 3 locations from January 1:
- Headquarters at 252 Ly Chinh Thang Street, Ward 9, District 3.
- Headquarters No. 8 Nguyen Anh Thu Street, Trung My Tay Ward, District 12.
- Headquarters at 111 Tan Son Nhi Street, Tan Son Nhi Ward, Tan Phu District.
"Currently, people want to temporarily issue and exchange driving licenses in Ho Chi Minh City to only 3 locations that have been announced to do procedures, we have not yet done procedures in wards and communes", said a representative of the Traffic Police Department (PC08) of Ho Chi Minh City Police.
Administrative procedures for granting and exchanging driving licenses will not change when transferred between the Ministry of Transport and the Ministry of Public Security. People can completely complete the normal procedures for granting and exchanging driving licenses as at the current direct reception points or through the National Public Service Portal.

For direct procedures:
People go to the police headquarters of the commune, ward, town or the traffic police department where the dossier is received. Pay a fee of 135,000 VND/time (according to Circular 37/2023 of the Ministry of Finance). Receive results after 5 working days.
The driving license information is updated on VNeID and the Traffic Police Department's search page after 3 days.
For online procedures:
People can access the National Public Service Portal, choose the service "Change driver's license". Then choose the receiving agency, the reason for changing the driving license, look up the driving license and health information.
Take a portrait photo, attach the file, check the information and submit the file. Select the form of receiving results (through post).
Pay a fee of VND 115,000/time (according to Circular 63/2023 of the Ministry of Finance). Time to return results and update information equivalent to direct form.
In case the driving license integrates 2 grades, if one grade is revoked, a penalty decision must be submitted to change the remaining grade. People who change their driving license to a lower level need to clearly state it in their application.
