The Civil Aviation Authority of Vietnam has just issued a Directive on ensuring the safety of transporting power banks on flights.
According to the directive, in order to implement the regulations of the International Civil Aviation Organization (ICAO) in the Technical Manual on safe transportation of dangerous goods by air (Doc 9284), 2025 - 2026 edition, from July 1, 2026, each passenger is only allowed to carry a maximum of 2 spare chargers and must keep them in hand luggage.
For portable chargers using metal lithium batteries, the lithium content must not exceed 2g. For portable chargers using lithium-ion batteries, the rated energy level must not exceed 100Wh.
In case of lithium-ion power banks with a capacity of over 100Wh but not exceeding 160Wh, passengers are only allowed to carry them with them when there is prior approval from the airline operating the flight.

During the time on the aircraft, passengers are not allowed to recharge the power bank, and are not allowed to use this device to charge other electronic devices. The power bank must be removed from hand luggage and placed in an easily visible position.
To prevent the risk of short circuits, each backup charger must be protected separately by the manufacturer's packaging or isolated from electricity for the contacts, bandaged to cover the exposed electrodes, or placed in plastic bags or specialized protective bags.
The Civil Aviation Authority of Vietnam also requested airlines to strengthen propaganda and disseminate to passengers about the above mandatory regulations.
