On September 17, Mr. Vo Dac Hoa - Chairman of Gio Linh District People's Committee (Quang Tri Province) confirmed that after 13 years of investment approval, the flood avoidance road project, ensuring population stability and economic development in the eastern communes of Gio Linh district, has not been allocated capital for implementation.
In 2011, Gio Linh District People's Committee was assigned to be the investor of the above project with a total investment of 785,511 billion VND, from the state budget and other legal sources. The project will invest in 3 traffic routes with a total length of more than 19.4km.
The project implementation period is 5 years, starting when capital is allocated, depending on the capital source's capacity to prioritize urgent sections for construction first.
In 2011, the project was allocated 30 million VND by the People's Committee of Quang Tri province, in 2012, 50 million VND was allocated to prepare for investment and this amount has been fully disbursed.
Gio Linh District People's Committee has assigned consultants to conduct surveys and designs... with the value of the investment preparation volume of nearly 3 billion VND.
However, 13 years after the project was approved, there has still been no funding allocated for implementation.
“The Gio Linh District People's Committee has requested the Provincial People's Committee to issue a document to close the above project so that the district has a basis to propose implementing other infrastructure projects suitable to the socio-economic development needs of the district,” said Mr. Vo Dac Hoa.
In response to the proposal of the Gio Linh District People's Committee, the Quang Tri Provincial People's Committee has requested the Department of Planning and Investment of Quang Tri Province to advise on closing the Flood Avoidance Road project, ensuring population stability and economic development in the communes in the Eastern region of Gio Linh District.
The Department of Planning and Investment of Quang Tri province informed that because the project did not approve the investment policy, it is necessary to submit to the competent authority to terminate the project implementation according to Clause 5, Article 91 of the Law on Public Investment 39/2019/QH14, Clause 3, Article 1 of Decree No. 99/2021/ND-CP.
Therefore, to close the project, Gio Linh District People's Committee must complete the proposal to terminate the project, in which it is necessary to clarify the issues arising when terminating the project, the responsibilities of related organizations and individuals in effectively using invested capital, and preventing loss and waste.
