On March 28, according to Lao Dong, along Ring Road 1, there are many houses inside which people still live, do business, produce and trade.
There are even houses under the GPMB that still have signs for rent. Meanwhile, deep inside the alleys and small alleys along De La Thanh Street (the area within the Ring Road 1 project) are dilapidated houses waiting to be cleared.


To speed up site clearance for the project, according to the People's Committee of Ba Dinh District, from April 1, the People's Committees of Ngoc Khanh, Thanh Cong, and Giang Vo wards will coordinate with the project investor to stop supplying electricity and water to households subject to site clearance for the Ring Road 1 project but have not yet handed over according to regulations.
The measure of stopping the supply of electricity and water not only applies to households subject to land acquisition but is also applied to many works violating construction order, land, and fire prevention and fighting in the area.
According to Mr. Nguyen Ngoc Chien, Chairman of the People's Committee of Giang Vo Ward (Ba Dinh District), there are 80 cases in the ward subject to land acquisition that have been approved for compensation. Up to now, these households have received compensation and resettlement housing support.
Currently, there have been 58/80 cases of handing over the site to the project investor. For the remaining 22 households, the Ward People's Committee continues to propagate and mobilize the handover of the site.
Of which, there are 5 cases eligible to temporarily suspend the provision of electricity and water services for the site clearance of the Ring Road 1 project. After the mobilization process, one household handed over the site, the remaining 4 households committed to handing over the site before April 1.
The leader of Giang Vo ward said that they will conduct a corrugated iron sieve and stop supplying electricity and water this weekend if these households do not hand over the site. It is expected that by the end of March, the Ward People's Committee will hand over 100% of the site to the investor.


In Ngoc Khanh ward, the working group of the ward People's Committee coordinated with Ba Dinh Power Company, Ba Dinh and Dong Da District Clean Water Business Enterprises to stop providing electricity and water services from March 27 for houses and land subject to land acquisition but were slow to hand over.
Meanwhile, in Thanh Cong ward, 31 households have also been proposed to stop providing electricity and water services to serve the site clearance for project implementation.

In Dong Da district, Mr. Le Tuan Dinh, Chairman of Dong Da District People's Committee, said that the Ring Road 1 route through the district is 650 m long with 48,000 m2 of land, including 643 compensation and site clearance plans. It is expected that the first and second quarters will complete site clearance in Dong Da district.
Previously, at the question-and-answer session of the 20th session of the Hanoi People's Council, delegates questioned the city's functional units about solutions to remove difficulties in implementing the Ring Road 1 project, Hoang Cau - Voi Phuc section.
Mr. Dong Phuoc An, Director of the Hanoi City Civil Works Management Board, said that the progress of the Ring Road 1 investment and construction project has not met the requirements.

The project is expected to be completed in 2024, however, during the implementation of the project's site clearance, many difficulties were encountered.
It is known that the project starts at the O Cho Dua - Hoang Cau - Hao Nam intersection; the end point is at the Voi Phuc intersection. The Ring Road 1 section Hoang Cau - Voi Phuc was approved by the Government at the end of 2017, with a total investment of more than VND 7,200 billion for the 2.2km section.
