To serve the construction of an emergency project to build an underground regulating tank in the Hang Da market area and renovate and build a culvert along Phung Hung street, the Hanoi Department of Construction has adjusted the traffic organization in Hoan Kiem ward to ensure traffic safety and limit congestion throughout the construction process.
Accordingly, the project to build an underground regulating tank in the Hang Da market area combined with renovation and construction of a sewer line with dimensions BxH = 1.5m x 1m along Phung Hung street is an item belonging to an emergency project to strengthen the regulation and drainage capacity for the To Lich and Ta Nhue river basins, contributing to reducing the risk of flooding in the inner city area.
In the initial phase, the construction unit will organize a fixed barrier with corrugated iron fences combined with B40 mesh with a width of 18.5m and a length of 54.8m in front of Hang Da market gate to construct an underground regulating tank. The remaining road surface about 5m wide is arranged for vehicles to circulate.
After the regulating tank is completed, the fixed barrier will be recovered. Next, the contractor will deploy mobile barriers to construct the D600 and D800 culverts around the regulating tank area, with a barrier width of about 5m, a length of 15-20m each section, extending from Nguyen Van To street to the collection station in front of Hong Ha cinema.
According to the request, all barriers must be recovered and temporarily restored to the road surface before 6 am every day; the construction area is covered with steel plates to ensure safety for people and vehicles participating in traffic.
On Phung Hung street, the construction of the BxH drainage line = 1.5m x 1m is organized according to a rolling plan for each section. The solid barrier is made of corrugated iron fences combined with B40 mesh with a width of 4m and a length of about 30m. Only after temporarily restoring the ground, the contractor is transferred to the next construction location.
Along with barricades, the Hanoi Department of Construction adjusts traffic organization on some adjacent streets. Specifically, cars are organized to circulate in one direction on Duong Thanh street, the section from Duong Thanh - Hang Dieu - Nguyen Van To intersection to Duong Thanh - Phu Doan - Hang Bong intersection.
Some turn directions are restricted to reduce traffic conflicts in the construction area. Cars are prohibited from turning right from Yen Thai street to Duong Thanh; prohibited from turning right at the barrier in front of Hong Ha cinema in the direction of Duong Thanh to Hang Da, Ha Trung; and prohibited from turning left from Hang Da, Ha Trung into Duong Thanh in this area.
At the construction barrier at the Hang Bong - Phung Hung intersection (9m long, 4m wide in the Hang Bong downstream direction), the construction unit must arrange on-duty traffic guides to limit conflicts. For the construction area through the Tran Phu - Phung Hung intersection, on-duty forces are required to closely coordinate with traffic police and ward police to regulate and ensure smooth traffic.
The construction time of the project is expected from February 14, 2026 to the end of May 31, 2026. Throughout this time, the Hanoi City Technical Infrastructure Management Center and contractors are responsible for fully installing the road sign system according to regulations, including construction site signs, narrowed roads, slow-moving signs, distance signs to construction scope, lighting systems, night warning lights and reflective cones.
At the same time, units must arrange forces to guide and divert traffic 24/24h in the construction area and remotely to warn vehicles, coordinate with functional forces to handle promptly when congestion occurs. Contractors are responsible if traffic unsafety or accidents occur during construction.
The work of restoring the road surface and protecting traffic infrastructure must be carried out in accordance with regulations. In case of damage to infrastructure, the construction unit must urgently repair and restore the original state to ensure safe operation.
Hanoi Department of Construction requests departments, branches, related units, functional forces and local authorities to closely coordinate, strengthen propaganda, and guide people to comply with the traffic diversion plan, contributing to ensuring traffic order and safety during the construction of this emergency project.
