In order to ensure traffic order and safety and reduce congestion, the Hanoi Department of Construction will pilot traffic organization adjustments on Kham Thien street for 3 months.

According to information from the Hanoi Department of Construction, based on reviewing points that frequently experience congestion and agreeing with the Hanoi City Police, local authorities and related units, the pilot plan will be implemented in 3 months, from February 14, 2026 to the end of May 14, 2026.

According to Notice No. 225/TB-SXD issued by Mr. Tran Huu Bao - Deputy Director of Hanoi Department of Construction, during the morning peak hours from 6 am to 9 am (excluding holidays, Saturdays and Sundays), taxis and contract cars with fewer than 8 seats (excluding drivers) are prohibited from circulating in the direction from Nguyen Luong Bang - O Cho Dua to Le Duan on Kham Thien street.

Similarly, during the peak hours in the afternoon from 4 pm to 7:30 pm, the above-mentioned vehicles are not allowed to circulate in the direction from Le Duan to Nguyen Luong Bang - O Cho Dua.

Along with limiting vehicles, the median strip will be added and installed on the section from house number 88 to house number 132 Kham Thien street, in order to separate the flow of vehicles, limit traffic conflicts and reduce the risk of accidents.

During the pilot period, functional agencies will closely monitor the traffic situation on the route to assess the effectiveness of the plan, promptly adjust if inadequacies arise, and ensure people's travel.

Hanoi Department of Construction assigned the Traffic Infrastructure Maintenance Board to urgently adjust the system of traffic signs and paint lines; organize the installation of medians and remote direction signs at intersections with Kham Thien street. At the same time, relevant units coordinate to adjust the traffic light cycle at nearby intersections, in accordance with traffic flow after traffic reorganization.

The Traffic Police force is requested to strengthen the deployment of officers to guide and divert traffic, especially at roundabouts on the route; strictly handle violations of traffic safety and order, urban order, and the situation of illegal parking and stopping causing traffic obstruction.

The People's Committee of Van Mieu - Quoc Tu Giam ward is responsible for coordinating to organize traffic regulation, inspect and handle the situation of encroachment on sidewalks and roadways for business; and at the same time promote propaganda to help people and traffic participants understand the pilot plan.
