According to Notice No. 1403/TB-SXD of the Hanoi Department of Construction on adjusting traffic organization at the road section within the construction barrier of Nguyen Chi Thanh overpass to Voi Phuc intersection, belonging to Lang ward and Giang Vo ward.
The new plan, the section from Nguyen Chi Thanh street to through the gate of the National Children's Hospital is organized for two-way traffic for motorbikes in the Nguyen Chi Thanh - Voi Phuc section. The temporarily exploited road section is 8.2m wide.
The section from the gate of the National Children's Hospital to passing through the gate of Hanoi Obstetrics and Gynecology Hospital is organized in 2 directions for vehicles in the direction of Nguyen Chi Thanh to Voi Phuc. The temporarily exploited road section is 15m wide.
Other traffic organization contents continue to be implemented according to Notice No. 1310/TB-SXD dated September 1, 2026 of the Hanoi Department of Construction.
The adjustment plan is applied from September 22, 2026 until there is a replacement notice.
Hanoi Department of Construction requests the Hanoi City Civil Works Construction Investment Project Management Board to widely announce the traffic organization plan, coordinate with local authorities to propagate to people, agencies and units in the barricade area.
At the gate area of the National Children's Hospital and Hanoi Obstetrics and Gynecology Hospital, the construction unit must add no stopping and parking signs; speed limit signs and continuous lighting system during temporary operation.
The construction unit must also arrange full traffic signs on site and remotely, traffic diversion guides, contact points and coordinate with traffic police forces to ensure safety.
The Traffic Infrastructure Maintenance Board is required to add mobile barriers and signs at the two hospital gates.
The Traffic Police Department (Hanoi City Police), the Inspection Department and the People's Committees of Lang and Giang Vo wards are requested to mobilize forces to guide and regulate traffic.
Functional forces will strengthen inspection and handling of violations of order, traffic safety and urban order, focusing on the situation of encroaching on roads and sidewalks for business and illegal parking around the National Children's Hospital and Hanoi Obstetrics and Gynecology Hospital.
Relevant units are required to regularly monitor traffic conditions, promptly detect inadequacies to propose adjustment plans.
Hanoi Department of Construction requests the Project Management Board to continue to accelerate the construction progress of bridge items at Giang Vo - Lang Ha intersection, Nguyen Chi Thanh intersection and La Thanh road, Giang Vo - Nguyen Chi Thanh section under the Ring Road 1 Construction Investment Project, Hoang Cau - Voi Phuc section.
Accelerating progress is aimed at early completion, putting the project into operation, promoting investment efficiency and contributing to improving traffic on Ring Road 1.
