On the afternoon of September 17, the Hanoi Department of Construction announced a plan to adjust traffic organization on La Thanh street, the section from Nguyen Chi Thanh intersection to the Obstetrics and Gynecology Hospital slope, belonging to Lang and Giang Vo wards.
The pilot plan is from September 17 to the end of October 6, 2026 to serve the construction of the Ring Road 1 project, Hoang Cau - Voi Phuc section.
According to the traffic diversion plan, vehicles from Nguyen Chi Thanh street towards Tran Duy Hung, who need to reach Ring Road 1, can choose one of two routes.
Route 1: Nguyen Chi Thanh - Chua Lang - Huynh Thuc Khang extended - Voi Phuc intersection - Ring Road 1.
Route 2: Nguyen Chi Thanh - Huynh Thuc Khang extended - Voi Phuc intersection - Ring Road 1.
For vehicles on Nguyen Chi Thanh street in the direction of Van Cao, who need to travel Ring Road 1, the route is organized in the direction of Nguyen Chi Thanh - Nguyen Chi Thanh - Dao Tan intersection - Ring Road 2 - Voi Phuc intersection - Ring Road 1.
Other traffic directions continue to be implemented according to the current traffic organization plan.
To limit the impact on travel, the Hanoi City Civil Construction Investment Project Management Board is required to organize rolling construction on half of the current road surface.
Each construction section is 30-50m long. The remaining road surface is maintained to serve traffic. After completing each section, the construction unit must restore the road surface structure, ensuring traffic safety before moving to the next area.
Vehicles serving construction are only allowed to operate on the road section being exploited from 10 pm the previous day to 5 am the next morning. Before 5 am, all machinery and materials must be moved inside the barrier area, without affecting daytime traffic.
The investor and contractor are responsible for implementing environmental sanitation measures, such as installing misting systems to reduce dust, covering the construction site and regularly watering to moisturize.
Along with traffic adjustments, Hanoi will revoke temporary parking locations on Huynh Thuc Khang extended road and Chua Lang road.
The Traffic Infrastructure Maintenance Board is assigned to install additional no-stopping and no-parking signs on Chua Lang street, the section from alley 80 Chua Lang to Huynh Thuc Khang street.
Hanoi Department of Construction requests the Traffic Police Department - Hanoi City Police, People's Committees of Lang, Giang Vo wards and traffic inspectors to arrange personnel to coordinate traffic regulation and diversion from afar.
Functional forces are required to strengthen inspection and handle the situation of encroaching on roads and sidewalks for business, illegal parking of vehicles and acts causing disorder and traffic safety.
People traveling through La Thanh, Chua Lang, Huynh Thuc Khang extended routes and the Voi Phuc intersection area need to proactively choose suitable routes and comply with the instructions of functional forces during the pilot period.
