Hanoi informs about streamlining staff for part-time workers

The Chairman of the People's Committee at the commune level approved the list of subjects for staff streamlining and the budget for staff streamlining for part-time workers.

On November 10, Permanent Vice Chairman of Hanoi People's Committee Duong Duc Tuan signed and issued Decision No. 5514/QD-UBND on authorizing the approval of the list of subjects for staff streamlining and funding for staff streamlining for part-time workers at the commune level according to Decree No. 154/2025/ND-CP dated June 15, 2025 of the Government regulating staff streamlining.

The Decision clearly states that the Chairman of the Hanoi People's Committee authorizes the Chairman of the People's Committee of communes and wards (commune level) to implement the settlement of regimes and policies according to Decree No. 154/2025/ND-CP dated June 15, 2025 of the Government regulating the streamlining of staff for part-time workers at the commune level under its management and use, specifically as follows:

The Chairman of the People's Committee at the commune level approves the list of subjects for staff streamlining and the budget for staff streamlining for part-time workers at the commune level under the management scope as prescribed in Clause 4, Article 2 of Decree No. 154/2025/ND-CP dated June 15, 2025 of the Government. The authorization for the Chairman of the People's Committee at the commune level is carried out from the date of issuance of the Decision until May 31, 2026.

Regarding the responsibility for implementation, the Chairman of the People's Committee at the commune level shall exercise the rights and responsibilities authorized by the Chairman of the City People's Committee in Article 1 of this decision in accordance with the provisions of law; be responsible to the Chairman of the City People's Committee within the scope of the rights and responsibilities that have been authorized.

At the same time, the Chairman of the People's Committee at the commune level reported the results of implementing the contents authorized by the Chairman of the City People's Committee; sent to the Department of Home Affairs and the Department of Finance according to regulations.

At the same time, the Chairman of the People's Committee at the commune level directs the Department of Culture - Social Affairs under the People's Committee at the commune level to appraise the list of subjects for streamlining the payroll for non-professional workers at the commune level under the management scope according to the provisions of Clause 4, Article 2 of Decree No. 154/2025/ND-CP; directs the Department of Economics (for communes) or the Department of Economics, Infrastructure and Urban Areas (for wards) to appraise the budget estimate for streamlining the payroll for non-professional workers at the commune level under the management scope according to the provisions of Clause 4, Article 2 of Decree No. 154/2025/ND-CP;

The competent authority shall arrange funds from the annual state budget expenditure estimate to implement the payment of policies for the subject of staff reduction who are non-professional workers at the commune level under their management.

The Department of Home Affairs is responsible for monitoring, guiding, inspecting and evaluating the Chairman of the Commune People's Committee in performing the tasks and powers stated in Point c, Clause 1, Article 3 of this Decision.

The Department of Finance is responsible for monitoring, guiding, inspecting and evaluating the Chairman of the Commune People's Committee in performing the tasks and powers stated in Point d, Clause 1, Article 3 of this Decision.
