Hanoi launches the Red River Landscape Axis Project, capital of 300,000 billion VND

Hanoi has just established a working group to research and implement the Red River Landscape Axis Investment Project, with a capital of 300,000 billion VND.

The Hanoi People's Committee has just issued a decision on the establishment of a Working Group to direct the implementation of tasks on architectural planning and research and implementation of the Red River Landscape Area Investment Project.

Accordingly, Vice Chairman of the Hanoi People's Committee Duong Duc Tuan was assigned as Head of the Working Group, along with two Deputy Heads, Mr. Nguyen Trong Ky Anh, Director of the Department of Planning and Architecture and Mr. Nguyen Xuan Sang - Deputy Director of the Department of Finance.

The members include leaders of many key departments and branches such as Construction, Industry and Trade, Agriculture and Environment, City Police, Institute of Construction Planning, Traffic Construction Investment Project Management Board, and representatives of local authorities in Hong Ha area and related wards and communes.

The working group is responsible for directing the review and assessment of the current situation; implementing the work of planning; proposing investment policies and component projects; removing obstacles in land, site clearance, resettlement, and at the same time preparing documents and reports to the City Party Committee, City People's Committee, Government and competent authorities.

According to the operating regulations, the Working Group will meet periodically every 2 weeks, and can organize extraordinary thematic meetings when necessary. The team leader has the right to convene, chair meetings and direct the working group to ensure progress and quality in performing tasks.

The decision takes effect from the date of signing. The working group will dissolve itself when completing the assigned tasks, marking an important first step in the process of realizing the Red River Scenic Axis - Traffic route - Green space project, which is expected to change the appearance of the riverside area, connect and develop the two banks, towards the goal of building a green, modern and sustainable capital.

Previously, the Hanoi People's Committee assigned departments, branches, and sectors to study and complete the next steps to be able to start the project in early 2026.

According to the proposal, the joint venture of Deo Ca Group - Van Phu Invest will implement the Red River Landscape Avenue Project, which will build a route with a total length of about 80 km, mainly on elevated (overpass) along both sides of the river, from Hong Ha bridge to Me So bridge. The width of the road on each side of the river is 6 lanes for motor vehicles, on the entire route there are 67 km of overpasses and 10 km of underpasses.

The total estimated investment of the project proposed by the investor is about 300 trillion VND.

The proposal also sets out a plan to exploit about 3,300 hectares of land along the Red River to develop green space, build 8 parks and public areas. The goal of this is to turn the riverside area into a landscape highlight for services, tourism and create a "Red River miracle", gradually solving the situation of "the city turning its back on the river".
