In order to speed up the progress of flood prevention projects before the 2026 rainy season, the Hanoi Department of Construction has adjusted the traffic organization plan on many central streets to serve the construction of the drainage system.
Accordingly, the new traffic diversion plan is applied from May 23 to the end of June 15, 2026, concentrated on Phan Chu Trinh, Quang Trung, Ly Thuong Kiet streets and surrounding areas.
At the Phan Chu Trinh - Ham Long - Han Thuyen - Lo Duc - Le Van Huu intersection, construction units will install fixed barriers to build a new sewer line. Cars are organized to circulate in one direction on Le Van Huu street in the direction of Thi Sach street; and it is also prohibited to turn right from Thi Sach street into Le Van Huu street. The construction site is required to be constructed continuously 24/24 hours.

On Quang Trung street, barriers are arranged at major intersections such as Tran Nhan Tong, Nguyen Du and Trang Thi. Notably, at Quang Trung - Trang Thi intersection, vehicles are prohibited from turning left in both directions. Functional forces will organize remote traffic diversion through Ly Thuong Kiet street to reduce traffic congestion.
For Ly Thuong Kiet street (section from Phan Boi Chau to Quang Trung) and Quan Su street, construction is carried out in a "rolling" manner, using mobile barriers. Units are only allowed to construct at night, from 8 pm to 5 am the next morning. After each construction shift, the road surface must be returned to ensure traffic during the day.
The Hanoi Department of Construction also requested contractors after completing each section of about 50m to immediately asphalt concrete to limit prolonged impacts on traffic and people's lives.
In addition, labor safety assurance, environmental sanitation, dust and noise control are also tightened. Construction units must arrange full signs, warning lights and traffic control forces 24/24 hours.
Hanoi City requests to strengthen coordination between functional forces and local authorities to promptly handle congestion, and prevent prolonged barriers but slow construction causing public outrage.
According to Mr. Tran Huu Bao - Deputy Director of Hanoi Department of Construction, accelerating the progress of drainage projects is expected to contribute to improving the flooding situation in the inner city area, especially during the upcoming rainy season peak.
