Anti-flooding projects are not only part of the infrastructure strategy, but also a very specific measure of the management capacity of the city government. The urgent deployment of anti-flooding projects can be seen as a major challenge to the ability of functional agencies to operate, manage and handle situations.

Flooding not only causes inconvenience in daily life but also directly affects the economy and lives of people. Hanoi, a city with nearly 10 million people, has faced increasingly serious flooding over the past time due to population growth, rapid urbanization and drainage infrastructure not meeting actual needs. Heavy rains, especially in the summer, always create flood hotspots, causing traffic jams, damaging people's property, increasing the risk of epidemics and creating a burden on the government.

If in the past, the construction of flood control works was still slow to implement, then with the special mechanism under the Capital Law, Hanoi has had clearer and more convenient conditions to implement and remove bottlenecks that have caused long-standing frustration.

10 flood control projects with a total investment of more than 5,000 billion VND are associated with the two words "urgent" and must be completed in 2026, many items are still scheduled to be completed in the second quarter of 2026.
